K. P. S. Gill (29 December 1934 to 26 May 2017) was a Ludhiana-born Indian Police Service officer who served twice as Director General of Police in Punjab, from 1988 to 1990 and from 1991 to 1995\. Supporters credit him with ending the Punjab insurgency. Human rights groups criticised the methods used under his command.

## Early life and the Assam years

Kanwar Pal Singh Gill was born on 29 December 1934 in Ludhiana, in Punjab Province, British India, to Rachpal Singh Gill and Amrit Kaur. He was educated at St Edward's School in Shimla and took a degree in English literature from Panjab University. Few readers of his later police career would have guessed the literary start, but contemporaries remembered a widely read officer who wrote and edited books throughout his life.

Gill joined the Indian Police Service in 1958 and was allotted to the Assam and Meghalaya cadre in north-east India. He spent much of the next 28 years in the region, rising to Inspector General and then Director General of Police in Assam. His firm style divided opinion there as well. While serving as Assam police chief he was charged over the death of a demonstrator, a case in which the Delhi High Court later acquitted him. He returned to his home state of Punjab in 1984, serving as Inspector General of the Border Security Force in Jammu from January to September that year.

## Why was K. P. S. Gill called a supercop?

The nickname came from the Punjab years, above all from Operation Black Thunder in May 1988, when Gill commanded the operation to remove militants who had again taken positions inside the Golden Temple in Amritsar. Determined not to repeat the damage of Operation Blue Star in 1984, he used a siege, cut power and water, kept the operation under full public and media scrutiny, and reported accounts say 67 militants surrendered and 4 were killed, with little damage to the shrine.

Gill served his first term as Director General of Police in Punjab from 1988 to 1990\. He then headed the Central Reserve Police Force from December 1990 to November 1991 before returning to Punjab. In 1989 he received the Padma Shri, India's fourth highest civilian honour, for his work in the civil service. The President of India, condoling his death in 2017, also recorded that award and his service as police chief in Punjab and Assam.

## Second term and the end of militancy

Gill's second Punjab term, from 1991 until his retirement in 1995, covered the most violent phase of the insurgency and its end. Reported figures put the death toll at more than 5,000 in 1991, the peak year, and at under 500 in 1993\. The Punjab government of Chief Minister Beant Singh is widely reported to have given Gill a free hand, and the state government and Beant Singh credited the police campaign under Gill with breaking the militant movement. By the mid 1990s, armed militancy in Punjab had largely ended.

Beant Singh himself was assassinated by a suicide bomber at the Chandigarh secretariat on 31 August 1995, weeks before Gill retired from the police service that year. Gill always defended the campaign of those years in his writing and interviews, arguing that the state had faced an armed separatist movement that had itself killed thousands of civilians, police personnel and political leaders.

## What did human rights groups and the courts record?

The same years produced a large and documented record of criticism. Human Rights Watch reported in 1991 that security forces in Punjab were using increasingly brutal methods, and its later reports described staged encounter killings, people who disappeared in police custody, detention without trial and torture. Patricia Gossman and other researchers cited by these reports described a system of cash rewards for killing militants, which they said encouraged extrajudicial executions. Gill and the Punjab government of the day rejected the charge that abuses were policy, and Gill later described rights litigation as a weapon used against the state.

The case most often cited is that of Jaswant Singh Khalra, a human rights activist who in 1995 published official cremation ground records that he said showed thousands of secret cremations of unidentified bodies by the police in Amritsar district. Khalra was taken into custody by Punjab Police on 6 September 1995 and was killed that October. A Central Bureau of Investigation report submitted in December 1996 listed 2,097 illegal cremations at three cremation grounds in Amritsar district. The Supreme Court described the findings as a flagrant violation of human rights on a mass scale and referred the mass cremations case to the National Human Rights Commission. Six Punjab police officers were later convicted for their roles in Khalra's abduction and murder. Human Rights Watch recorded eyewitness testimony that implicated Gill in Khalra's detention and noted that the CBI did not bring charges against Gill himself.

Gill also carried a personal conviction from his Punjab years. In 1988, Indian Administrative Service officer Rupan Deol Bajaj complained that he had behaved improperly towards her at a party. In August 1996 a court convicted him under sections 354 and 509 of the Indian Penal Code. After appeals, the Supreme Court upheld the conviction in July 2005 but reduced the jail terms to probation, and the fine he was ordered to pay was directed to women's organisations after Bajaj declined the compensation.

## After retirement: adviser, writer and hockey chief

In retirement Gill founded the Institute for Conflict Management in New Delhi and served as its president, editing its journal Faultlines and writing on terrorism and internal security. His books include Punjab: The Knights of Falsehood (1997), Most Wanted (2002) and The Punjab Story (2004). Governments continued to call on him: Sri Lanka sought his counter-terrorism advice in 2000, he served as security adviser in Gujarat after the 2002 violence, where he requested 1,000 additional riot police from Punjab, and as security adviser to Chhattisgarh in 2006 during its Maoist conflict.

His other public role was in sport. Gill became president of the Indian Hockey Federation in 1994 and led it for fourteen years. The tenure ended in controversy: after India failed to qualify for the 2008 Olympics and a television sting alleged corruption involving the federation's secretary general, the Indian Olympic Association suspended the federation in April 2008, and it was later wound up into Hockey India.

## Death and legacy

Gill died at Sir Ganga Ram Hospital in New Delhi on 26 May 2017, aged 82\. The hospital reported that he had end stage kidney failure and significant ischemic heart disease, had been recovering from peritonitis, and died of a sudden cardiac arrest. Condolences came from President Pranab Mukherjee, Prime Minister Narendra Modi and Punjab Chief Minister Amarinder Singh, who said his role in restoring peace in Punjab could not be forgotten.

His legacy remains contested in a way few Indian police careers are. Officials and many in Punjab credit Gill and Beant Singh with ending a violent insurgency that had claimed thousands of lives. Human rights organisations, victims' families and the court and commission records of the cremations case hold that the campaign also involved grave abuses for which senior officers were rarely held to account. Both parts of that record are documented, and any honest account of Punjab in the early 1990s has to carry the two together.
