Fazilka is a border city in south-western Punjab founded in 1844 by British officer J.H. Oliver, named after Mian Fazil Watto, and made the headquarters of the newly created Fazilka district in July 2011\. The 2011 census counted 76,492 residents. The city is known for its 95-foot clock tower, the tallest in North India, the Asafwala War Memorial of the 1971 war, and the Sadiqui border ceremony held every evening.

## History

Fazilka was founded in 1844 by J.H. Oliver on uncultivated, bushy land ceded to the British by the Bahawalpur princely state. It was named after Mian Fazil Watto, the original owner of the land; Oliver also named the nearby town of Ellenabad, now in Haryana, after his daughter Ellena. The new town grew as a trading hub between Punjab and Sindh, and remained the biggest wool market in undivided Punjab until Partition. It was added to Ferozepur district in 1884 and got its municipality on 10 December 1885\. The first railway line arrived in 1898, connecting the town to McLeod Ganj, now in Pakistan, on the way to Bahawalnagar, and through Chaanwala to Amruka; both lines closed after Partition.

Before Partition, about half the town's population was Muslim; nearly all of them left for Pakistan in 1947, and the town filled with resettling families. In January 1970, Prime Minister Indira Gandhi announced the transfer of part of Fazilka tehsil and Abohar to Haryana, but the Mathew Commission ruled that the tehsils were not contiguous with Haryana's border, and the transfer was blocked. On 27 July 2011, Fazilka district was carved out of Ferozepur district, and the city became its headquarters.

Fazilka is also known as Bangla, a name that stuck from the early bungalow that stood by the new lake at Badha.

## What is Fazilka known for?

The city is known for three things a visitor notices first: the tall clock tower at its centre, the Asafwala War Memorial south-west of the town, and the daily border ceremony at Sadiqui-Sulemanki. Underneath them runs the quieter identity of a border trading town: kinnow and cotton country, a big anaj mandi, and a railway junction whose pre-Partition lines still shape local memory.

## The 1971 war and the Asafwala memorial

On 3 December 1971, the Pakistan Army attacked through Sulemanki Headworks, 14 km from Fazilka, and pushed about 7 km into Indian territory through Beriwala, Gurmi Khera and Pakka to Asafwala. There, a contingent of 226 Indian soldiers of the 67 Infantry Brigade, from the 4 Jat Regiment, 15 Rajput Regiment and 3 Assam Rifles, held the advance. Fighting swept across the villages, and the Indian troops recovered nearly all the ground taken by Pakistan except Beriwala village.

Villagers later found the bodies of 82 Indian soldiers who had died holding the line. They were mass-cremated by the villagers in a 90-foot pyre on 17 December 1971, and their relics were enshrined in the Asafwala War Memorial, also called Shaheedon Ki Samadhi, built in 1972 on five acres about 4 km south-west of Fazilka on the Fazilka-Sadiqui road. The memorial carries the photographs of all the martyrs and the busts of four decorated heroes: Lance Naik Drigpal Singh (Maha Vir Chakra, 15 Rajput), Major Narain Singh (Vir Chakra, 4 Jat), Major Lalit Mohan Bhatia (Vir Chakra, 15 Rajput) and Lance Havildar Gangadhar (Vir Chakra, 4 Jat). The memorial is jointly managed by a committee of villagers and the Indian Army, which runs a computer centre there for vocational training.

## Geography and people

Fazilka stands about 10 km east of the India-Pakistan border, near the tri-junction of Punjab, Haryana and Rajasthan. The 2011 census counted 76,492 residents, with a literacy rate of 70.7 percent. About 85 percent of the town's population registered as Hindu and about 13.35 percent as Sikh in 2011\. Punjabi is the language of the town, followed by Bagri and Hindi; Malwai Punjabi and Bagri colour everyday speech. The climate runs to very hot summers, a short monsoon and bracing winters. The Sadqi border crossing lies a short drive to the west, with Sulemanki Headworks on the Sutlej just across in Pakistan.

## Places of interest

The clock tower stands roughly 95 feet (29 metres) tall and is described as the tallest clock tower in North India. It was inaugurated on 6 June 1939 by the Ferozepur deputy commissioner M.R. Sachdev, built in memory of the philanthropist Ram Narayan Periwal with funds from Rai Sahab Madan Gopal Periwal and Shopat Rai Periwal, constructed by contractor Narain Singh and designed by architect S.D. Wasan. The city centre was laid out by Captain Poham Young to imitate the Union Flag seen from above, with eight roads radiating to the main markets, the same plan used in Lyallpur, now Faisalabad. It was one of the first brick-and-masonry buildings in Punjab.

At the Sadiqui-Sulemanki border crossing, a 40-minute beating retreat flag ceremony is held every day at 6 pm since 1970, run jointly by the BSF and the Pakistan Rangers and open to the public, on the lines of the Attari-Wagah ceremony. The crossing itself has been closed since the 1971 war, and local people have long demanded it reopen for trade. The grain market, the railway junction and the old bazaars around the clock tower complete the walk; crowds of nearly 45,000 have gathered at the border ceremony on 15 August.

## Notable people

India cricketer [Shubman Gill](https://jugti.com/kosh/people/shubman-gill/) was born in Fazilka in 1999\. The town is also associated with Navdeep Asija, the road safety and sustainable transport specialist; Surjit Kumar Jyani, a former Punjab health minister; and Kunwar Mohinder Singh Bedi 'Sahar', the Urdu poet who shifted to Fazilka after Partition.

## Today

As a district headquarters since 2011, Fazilka is the administrative and commercial centre of the border belt. The town has an unusual transport story: a 'carfree city' experiment in the main market freed space from cars and brought in Ecocabs, cycle rickshaws dispatched by phone, for local travel. Fazilka is known for its Satluj style of jhumar, the folk dance carried forward by Baba Pokhar Singh (1916 to 2002), whose family migrated from Montgomery district in western Punjab. Many Hindu families of Fazilka still make an annual visit to the Katas Raj temples in Pakistan, usually in August. The planned last station of the Turkmenistan-Afghanistan-Pakistan-India gas pipeline is projected to come up at Fazilka, which would add an energy corridor to the town's long history as a trading point. Fazilka Junction railway station connects to Abohar, Ferozepur and Bathinda, with the 43 km Abohar-Fazilka line opened in July 2012; [Jalalabad](https://jugti.com/kosh/places/jalalabad/), the district's other big mandi town, lies on the Ferozepur road north-east of the city. National Highway 7 passes through the city, and the nearest airports, Amritsar international and Bathinda domestic, are each about 90 km away.
