Rupnagar, still widely called Ropar, is a city and district headquarters in Punjab, India, standing on the left bank of the Sutlej where the river leaves the Shivalik hills. It is one of the oldest lived-in places in Punjab: the first Harappan site excavated in independent India, and home today to IIT Ropar.

## Where is Rupnagar?

Rupnagar stands on the left bank of the Sutlej at about 262 metres above sea level, where the river comes down from the Shivalik hills onto the Punjab plain; the hills continue along the opposite bank. It is about 47 kilometres north west of Chandigarh, the state capital and nearest airport, in the north east of Punjab, with Himachal Pradesh just beyond the district border. The city is the headquarters of Rupnagar district and also a divisional headquarters of Punjab. Older residents and most Punjabis still call it Ropar, the name the railway station, the wetland and IIT all still use.

## History: a Harappan mound on the Sutlej

Tradition says the town was named in the eleventh century by a Raja called Rokeshar, after his son Rup Sen. The ground itself is far older. On the left bank of the river rises Nalagarh Tibbi, an ancient mound about 21 metres high. Excavations there by the Archaeological Survey of India in 1953 to 1955, under Y. D. Sharma, made Ropar the first Harappan site excavated in independent India. The digging revealed six cultural periods running, with some breaks, from Harappan times through the Painted Grey Ware, Saka, Kushana and Gupta ages to the medieval period: a town that kept being rebuilt on the same river bank for some four thousand years.

The finds are kept in the Archaeological Museum in the town, opened to the public in 1998\. Its galleries show Harappan antiquities, a steatite seal, copper and bronze implements, ring stones, a yakshi image, the figure known as Vina Vadini, a lady playing the vina, and gold coins of Chandragupta. For a small district town, it is an unusual inheritance: Rupnagar can show its own earliest history in glass cases, a short walk from the mound it came out of.

## The Ropar meeting of 1831

In October 1831 the river bank at Ropar hosted one of the most splendid diplomatic meetings of the century. Maharaja Ranjit Singh, at the height of his power, met Lord William Bentinck, Governor-General of the East India Company, with the Sutlej between their territories, the boundary fixed by the Treaty of Amritsar in 1809\. Bentinck reached Ropar on 22 October; the Maharaja arrived on the 25th to a 101 gun salute. Each side built a bridge of boats, and a week of reviews, feasts and gift giving followed, with talks carried on in Punjabi, Persian and English through interpreters such as Fakir Azizuddin and Captain Claude Wade. Local tradition places the signing of their agreement on 26 October 1831, under a ficus tree on the river bank.

The meeting produced more goodwill than agreement. Ranjit Singh wanted British acceptance of his plans towards Sindh and recognition of his heir; the Company wanted trade routes up the Indus and Sutlej and reassurance about Russian influence. The Maharaja left with a commemorative document rather than the treaty he sought, and the following year, 1832, the Indus Navigation Treaty opened the Sutlej and Indus to British commerce. Ropar is still remembered for that week: a small town where two empires sized each other up in full ceremonial dress.

## Geography and people

The municipal council is divided into 17 wards and administers 11,898 houses across a city area of about 13.65 square kilometres. The 2011 census counted 56,038 residents: 29,359 men and 26,679 women, a sex ratio of 909\. Children under seven numbered 5,741\. Scheduled Castes formed 17.98 per cent of the city. Hindus were 56.58 per cent of residents and Sikhs 40.08 per cent, with small Muslim, Jain and Christian communities. Literacy stood at 87.28 per cent, with men at 90.08 per cent and women at 84.21 per cent, and 18,529 people were recorded as workers. Punjabi is the official language, and the local speech is Puadhi, the dialect of the Sutlej foothill country.

The city's shape follows the river. The old town huddles near the mound and the headworks, while newer colonies, the district courts and offices, and the road to Chandigarh spread across the plain. The Sutlej is employer as well as scenery: canals, fisheries, sand and the wetland all feed local livelihoods.

## Places of interest

The Nalagarh Tibbi mound and the Archaeological Museum are the first stop: the mound for the view over the river, the museum for the Harappan seal, coins and implements found in it. Downstream stand the Ropar headworks. A first headwork was built here in 1882 to feed the Sirhind Canal, which runs south west to Doraha and there splits into the Abohar, Bathinda and Patiala branches that watered the Malwa. The present head regulator dates from 1952 and also feeds the Bist Doab Canal and the Bhakra Main Canal.

The water held back by the regulator forms the Ropar Wetland, also called Ropar Lake: 1,365 hectares of river, reservoir and marsh designated a Ramsar site on 22 January 2002\. The wetland supports about 154 bird species, 35 fish species and 9 mammal species, along with the endangered narrow-headed softshell turtle and the Indian python, and it draws migratory birds each winter. On the town's edge at Kotla Nihang stands Gurdwara Bhatha Sahib, where tradition tells how Guru Gobind Singh, sheltered by the Pathan chief Nihang Khan, rested at a brick kiln that cooled at his coming; the Guru is remembered to have visited four times, and a Jor Mela is held here in the month of Poh. Gurdwara Tibbi Sahib, on its mound by the river near the headworks, completes the town's ring of shrines.

## Notable people

Y. D. Sharma, the Archaeological Survey of India officer whose 1950s excavations revealed Ropar's Harappan past, put the town on the archaeological map of India. The district around the city gave India Kanshi Ram, founder of the Bahujan Samaj Party, who was born at Khawaspur village in Rupnagar district. The singer Surjit Bindrakhia, whose voice defined a generation of Punjabi folk pop, came from Bindrakh village in the district, and the cricketer Manpreet Gony, who played one-day internationals for India, is also listed among the city's own. Maharaja Ranjit Singh belongs to the town's story too: his 1831 camp on the Sutlej is the grandest week in Ropar's history.

## Getting there, and Rupnagar today

Rupnagar railway station, in the Northern Railway zone, has a single line link to Chandigarh and connections towards Ludhiana, Jalandhar and Amritsar on one side and Una and Nangal on the other. By road, NH 205 runs through the city from Kharar and Chandigarh towards Kiratpur Sahib, Bilaspur and Shimla; NH 103A heads west to Hoshiarpur; and NH 344A links the city to Phagwara and Jalandhar through Balachaur, Banga and Nawanshahr. Anandpur Sahib, the city of the Khalsa's founding, is about 40 kilometres upstream.

Today Rupnagar is a district headquarters town with a second identity as an education hub. The Indian Institute of Technology Ropar, established in 2008, has its permanent 525 acre campus on the bank of the Sutlej, its main gate pillars carved with motifs from the Indus Valley finds, so that the city's newest institution deliberately stands on its oldest story. Government College Ropar and the colleges around the town draw students from the whole foothill belt. Between the mound, the meeting ground, the wetland and the IIT, few Punjab towns of this size carry so many layers in so small a compass.
