Livingston is a small farming city in Merced County, California, United States, with 14,172 residents in the 2020 census, and it holds a record no other American municipality matches: it is the most proportionally Punjabi and the most proportionally Sikh town in the United States, with about one resident in six a Sikh and about one in five of Punjabi heritage.

## Where is Livingston, and why do Punjabis live there?

Livingston sits in the northern San Joaquin Valley at an elevation of 131 feet, about 7 miles west-northwest of Atwater and 15 miles northwest of Merced, on State Route 99 and the Southern Pacific Railroad line near the Merced River. The city covers 3.678 square miles, including farmland annexed for future growth, and it was incorporated on 11 September 1922.

The town took its name, with a spelling error, from Dr David Livingstone, the Scottish explorer of Africa: the Livingston post office opened in 1873, and an error on the post office application fixed the town's spelling as Livingston rather than Livingstone.

Punjabis live here for the reason Punjabis settled all along California's Central Valley: farm work that became farm ownership. Punjabi Sikhs first came to California more than a century ago to work the land, and in the rich, irrigated country around Livingston, with its sandy Merced River soils, they stayed, bought farms and brought their families. Farming families, two gurdwaras and Punjabi spoken at home did the rest, drawing later arrivals to a town where they already had people. Livingston is listed under [Punjabi places in the United States](https://jugti.com/kosh/places/united-states/).

## What do the numbers say?

The American Community Survey counted 2,798 Indian Americans in Livingston in the period 2017 to 2021, 19.9 per cent of the city's population, and most of them are Punjabi, which is why Livingston is described as the most proportionally Punjabi municipality in America. The 2020 census counted 2,978 Asian residents alone, 21.0 per cent of the city, alongside a Hispanic or Latino majority of 70.1 per cent: Livingston is a Mexican American and Punjabi town above all.

The United States census does not ask about religion, so every Sikh figure here is an estimate and is labelled that way. The 2020 census did count Sikh as an ethnicity for the first time: 417 Livingston residents recorded Sikh alone, 2.94 per cent, and the standard derived estimate built from those counts puts the city's total Sikh population at about 2,419, or 17.07 per cent, often rounded in reporting to about 2,500 Sikhs, about 17 per cent. On that estimate Livingston is the most proportionally Sikh municipality in America.

Language tells the same story at area level. In the wider Los Banos and Livingston area counted by DataUSA from the American Community Survey, Punjabi is the third most common language spoken at home, in 2,758 households, behind Spanish and Portuguese, and India is the second most common birthplace of foreign-born residents, after Mexico.

## Farming built this Punjabi town

Agriculture is Livingston's leading industry and the ground its Punjabi community grew from. The area produces and packs about 90 per cent of all sweet potatoes grown west of the Rocky Mountains, and the farms around the city also grow grapes for wine, raisins and the table, almonds, alfalfa, corn, peaches and melons, watered from the Merced River.

The city's biggest employers are part of that farm economy. Foster Farms, one of the largest poultry producers in the western United States, has its headquarters in Livingston, and Joseph Gallo Farms nearby runs one of the largest dairy herds in the nation, while E. and J. Gallo Winery operates a grape processing facility near the city. Punjabi families are on both sides of this economy, as farm owners around the town and as workers in its fields and plants.

## Two gurdwaras, Singh Park and Punjabi in school

For a city of 14,000, Livingston's Sikh institutions are outsized. The city lists two Sikh gurdwaras among its places of worship, and when a new Gurdwara Sahib opened in Livingston on Sunday 16 October 1994, hundreds of Sikhs from across Northern California attended, with special musical guests and an overflow crowd of well-wishers.

The community is written into the town's everyday geography and schooling. One of the city's public parks is Singh Park, alongside Memorial Park and the Max Foster Sports Complex, and Livingston High School teaches Punjabi as a foreign language, alongside Spanish, a rare offering in an American public school and a direct sign of how many Punjabi-speaking families the school serves.

## The kirpan case and a Sikh mayor

Livingston gave American Sikh life one of its landmark legal moments. In the 1990s the local school district's ban on the kirpan, the small ceremonial dagger baptised Sikhs wear, was challenged by Sikh families, the Cheema case, and in 1995 a federal appellate court affirmed the right of Sikh students to wear the kirpan at school when safety precautions are followed.

Politics followed demography. In the 2018 midterm elections Gurpal Samra was elected mayor of Livingston, and Gagandeep Kang was elected to the Livingston City Council in the same elections, putting Sikhs at the head of the city their community had helped to build.

Today Livingston is a working farm town where Punjabi is heard in the schoolyard, the gurdwara and the council chamber, and where the sweet potato fields and almond orchards are worked by families whose roots run back to Punjab. Its smaller southern counterpart in the valley is [Selma](https://jugti.com/kosh/places/united-states/selma/), in Fresno County, and the valley's big Punjabi city is [Fresno](https://jugti.com/kosh/places/united-states/fresno/).
