(This is a different case from the 2018 Humboldt Broncos tragedy involving driver Jaskirat Singh Sidhu.) ਪੰਜਾਬੀ ਮੂਲ ਦੇ ਟਰੱਕ ਡਰਾਈਵਰ ਬਲਜੀਤ ਸਿੰਘ, ਜਿਸ ਨੇ ਕਿਊਬਿਕ ਹਾਈਵੇਅ 'ਤੇ ਆਪਣੇ ਫ਼ੋਨ 'ਤੇ ਆਨਲਾਈਨ ਗੇਮ ਖੇਡਦਿਆਂ ਇੱਕ ਔਰਤ ਅਤੇ ਉਸਦੇ 11 ਸਾਲਾ ਪੁੱਤਰ ਨੂੰ ਮਾਰ ਦਿੱਤਾ ਸੀ, ਨੂੰ ਛੇ ਸਾਲ ਦੀ ਕੈਦ ਦੀ ਸਜ਼ਾ ਸੁਣਾਈ ਗਈ ਹੈ। 30 ਸਤੰਬਰ ਨੂੰ ਲੋਂਗਯੂਇਲ ਅਦਾਲਤ 'ਚ ਸੁਣਾਈ ਗਈ ਇਹ ਸਜ਼ਾ ਹਾਦਸੇ ਦੇ ਚਾਰ ਸਾਲ ਤੋਂ ਵੱਧ ਸਮੇਂ ਬਾਅਦ ਆਈ ਹੈ, ਕੈਨੇਡਾ 'ਚ ਇਸ ਕਿਸਮ ਦੇ ਅਪਰਾਧ ਲਈ ਇਹ ਸਭ ਤੋਂ ਸਖ਼ਤ ਸਜ਼ਾਵਾਂ 'ਚੋਂ ਇੱਕ ਮੰਨੀ ਜਾ ਰਹੀ ਹੈ। (ਇਹ ਮਾਮਲਾ 2018 ਦੇ ਹੰਬੋਲਟ ਬ੍ਰੋਂਕੋਜ਼ ਹਾਦਸੇ ਨਾਲ ਜੁੜੇ ਡਰਾਈਵਰ ਜਸਕਿਰਤ ਸਿੰਘ ਸਿੱਧੂ ਦਾ ਮਾਮਲਾ ਨਹੀਂ ਹੈ।) ## ਛੇ ਸਾਲ ਦੀ ਸਜ਼ਾ, ਦਸ ਸਾਲ ਤੱਕ ਡਰਾਈਵਿੰਗ 'ਤੇ ਪਾਬੰਦੀ ਜੱਜ ਨੇ ਸਰਕਾਰੀ ਵਕੀਲ ਅਤੇ ਬਚਾਅ ਪੱਖ ਵੱਲੋਂ ਦਿੱਤੀ ਗਈ ਸਾਂਝੀ ਸਜ਼ਾ ਦੀ ਸਿਫ਼ਾਰਿਸ਼ ਮੰਨ ਲਈ। ਪਹਿਲਾਂ ਹਿਰਾਸਤ 'ਚ ਬਿਤਾਏ ਸਮੇਂ ਦੀ ਛੋਟ ਮਿਲਣ ਤੋਂ ਬਾਅਦ ਸਿੰਘ ਨੂੰ ਹੁਣ ਚਾਰ ਸਾਲ ਚਾਰ ਮਹੀਨੇ ਹੋਰ ਜੇਲ੍ਹ 'ਚ ਰਹਿਣਾ ਪਏਗਾ। ਉਸ 'ਤੇ ਦਸ ਸਾਲ ਲਈ ਗੱਡੀ ਚਲਾਉਣ 'ਤੇ ਵੀ ਪਾਬੰਦੀ ਲਗਾਈ ਗਈ ਹੈ। ਜੱਜ ਨੇ ਕਿਹਾ ਕਿ ਮੌਤ ਅਤੇ ਸਰੀਰਕ ਨੁਕਸਾਨ ਪਹੁੰਚਾਉਣ ਵਾਲੀ ਖ਼ਤਰਨਾਕ ਡਰਾਈਵਿੰਗ ਲਈ ਇਹ ਸਜ਼ਾ ਆਮ ਤੌਰ 'ਤੇ ਦਿੱਤੀਆਂ ਜਾਣ ਵਾਲੀਆਂ ਸਖ਼ਤ ਸਜ਼ਾਵਾਂ 'ਚੋਂ ਇੱਕ ਹੈ। ## ਕੰਸਟਰਕਸ਼ਨ ਜ਼ੋਨ 'ਚ ਗੇਮ 'ਚ ਮਗਨ ਡਰਾਈਵਰ ਇਹ ਹਾਦਸਾ 19 ਜੁਲਾਈ 2022 ਨੂੰ ਕਿਊਬਿਕ ਦੇ ਬਰੋਸਾਰ 'ਚ ਹਾਈਵੇਅ 30 'ਤੇ ਹੋਇਆ ਸੀ। ਕੰਸਟਰਕਸ਼ਨ ਜ਼ੋਨ ਨੇੜੇ ਜਦੋਂ ਟ੍ਰੈਫਿਕ ਹੌਲੀ ਹੋਈ, ਤਾਂ ਸਿੰਘ ਦੇ 53 ਫੁੱਟ ਲੰਬੇ ਟਰਾਲੇ ਨੇ ਅੱਗੇ ਲਗਭਗ ਰੁਕੀਆਂ ਹੋਈਆਂ ਗੱਡੀਆਂ ਨੂੰ ਟੱਕਰ ਮਾਰ ਦਿੱਤੀ, ਜਿਸ ਨਾਲ 42 ਸਾਲਾ ਨੈਂਸੀ ਲੇਫ਼ਰਾਂਸਵਾ ਅਤੇ ਉਸਦਾ 11 ਸਾਲਾ ਪੁੱਤਰ ਲੋਇਕ ਮਾਰਿਆ ਗਿਆ। ਕਈ ਹੋਰ ਲੋਕ ਜ਼ਖ਼ਮੀ ਹੋਏ। ਅਦਾਲਤ 'ਚ ਪੇਸ਼ ਸਬੂਤਾਂ ਤੋਂ ਪਤਾ ਲੱਗਾ ਕਿ ਹਾਦਸੇ ਵੇਲੇ ਸਿੰਘ ਆਪਣਾ ਸੈੱਲਫ਼ੋਨ ਵਰਤ ਰਿਹਾ ਸੀ ਅਤੇ ਆਨਲਾਈਨ ਗੇਮ ਖੇਡ ਰਿਹਾ ਸੀ। ਜਾਂਚਕਰਤਾਵਾਂ ਨੇ ਪਾਇਆ ਕਿ ਉਸ ਦਿਨ ਉਸਨੇ ਕਿਊਬਿਕ ਦੇ ਹਾਈਵੇਅ ਸੇਫਟੀ ਕੋਡ ਦੇ 43 ਉਲੰਘਣ ਕੀਤੇ ਸਨ ਅਤੇ ਡਰਾਈਵਿੰਗ ਦੇ ਘੰਟਿਆਂ ਦੀ ਨਿਰਧਾਰਤ ਹੱਦ ਵੀ ਪਾਰ ਕਰ ਦਿੱਤੀ ਸੀ। ਹਾਦਸੇ ਵੇਲੇ ਸਿੰਘ ਓਂਟਾਰੀਓ ਦੀ ਕੰਪਨੀ ਹਰਮਨ ਟ੍ਰਾਂਸਪੋਰਟ ਲਈ ਗੱਡੀ ਚਲਾ ਰਿਹਾ ਸੀ। ਅਪ੍ਰੈਲ 'ਚ ਉਸਨੇ ਮੌਤ ਅਤੇ ਸਰੀਰਕ ਨੁਕਸਾਨ ਪਹੁੰਚਾਉਣ ਵਾਲੀ ਖ਼ਤਰਨਾਕ ਡਰਾਈਵਿੰਗ ਦੇ ਦੋਸ਼ ਕਬੂਲ ਕੀਤੇ ਸਨ। ## ਭਾਰਤ ਭੱਜ ਗਿਆ, ਅਮਰੀਕਾ 'ਚੋਂ ਫੜਿਆ ਗਿਆ ਪੀੜਤ ਪਰਿਵਾਰ ਲਈ ਇਹ ਮਾਮਲਾ ਹਾਦਸੇ ਦੇ 24 ਘੰਟਿਆਂ ਤੋਂ ਵੀ ਘੱਟ ਸਮੇਂ 'ਚ ਇੱਕ ਦਰਦਨਾਕ ਮੋੜ ਲੈ ਗਿਆ, ਜਦੋਂ ਸਿੰਘ ਅਪਰਾਧਕ ਦੋਸ਼ ਲੱਗਣ ਤੋਂ ਪਹਿਲਾਂ ਹੀ ਕੈਨੇਡਾ ਛੱਡ ਕੇ ਭਾਰਤ ਚਲਾ ਗਿਆ। ਤਿੰਨ ਸਾਲ ਤੋਂ ਵੱਧ ਸਮੇਂ ਤੱਕ ਉਹ ਕੈਨੇਡੀਅਨ ਅਧਿਕਾਰੀਆਂ ਦੀ ਪਹੁੰਚ ਤੋਂ ਬਾਹਰ ਰਿਹਾ। ਆਖ਼ਰਕਾਰ ਉਸਨੂੰ ਸੰਯੁਕਤ ਰਾਜ ਅਮਰੀਕਾ 'ਚ ਲੱਭਿਆ ਗਿਆ, ਜਿੱਥੇ ਉਹ ਫਿਰ ਤੋਂ ਟਰੱਕ ਡਰਾਈਵਰ ਵਜੋਂ ਕੰਮ ਕਰਨ ਦੀ ਕੋਸ਼ਿਸ਼ ਕਰ ਰਿਹਾ ਸੀ, ਅਤੇ ਅਗਸਤ 2025 'ਚ ਅਮਰੀਕੀ ਅਧਿਕਾਰੀਆਂ ਨੇ ਉਸਨੂੰ ਗ੍ਰਿਫ਼ਤਾਰ ਕਰ ਕੇ ਕਿਊਬਿਕ ਵਾਪਸ ਭੇਜ ਦਿੱਤਾ। ## ਪੀੜਤ ਪਰਿਵਾਰ ਦੀ ਲੜਾਈ ਜਾਰੀ ਪੀੜਤ ਪਰਿਵਾਰ ਲਈ ਇਹ ਸਜ਼ਾ ਅਜੇ ਵੀ ਮੰਨਣਯੋਗ ਨਹੀਂ, ਇਹ ਨਿਰਾਸ਼ਾ ਕੈਨੇਡਾ ਦੇ ਟਰੱਕਿੰਗ ਭਾਈਚਾਰੇ 'ਚ ਵੀ ਸਾਂਝੀ ਹੈ, ਜਿੱਥੇ ਸਾਲਾਂ ਤੋਂ ਨਾਕਾਫ਼ੀ ਯੋਗਤਾ ਵਾਲੇ ਡਰਾਈਵਰਾਂ ਬਾਰੇ ਚਿੰਤਾਵਾਂ ਉਠਾਈਆਂ ਜਾਂਦੀਆਂ ਰਹੀਆਂ ਹਨ। ਨੈਂਸੀ ਦੀ ਸੌਤੇਲੀ ਮਾਂ ਮੇਲਾਨੀ ਸੇਗੁਇਨ ਹੁਣ ਕਿਊਬਿਕ ਦੀ ਸਰਕਾਰੀ ਆਟੋਮੋਬਾਈਲ ਬੀਮਾ ਪ੍ਰਣਾਲੀ 'ਚ ਸੁਧਾਰ ਲਈ ਮੁਹਿੰਮ ਚਲਾ ਰਹੀ ਹੈ, ਦਲੀਲ ਦਿੰਦਿਆਂ ਕਿ ਘਾਤਕ ਟੱਕਰ 'ਚ ਅਪਰਾਧਕ ਦੋਸ਼ੀ ਡਰਾਈਵਰ ਕੁਝ ਸੱਟਾਂ ਦੇ ਲਾਭਾਂ ਦਾ ਹੱਕਦਾਰ ਬਣਿਆ ਰਹੇ, ਇਹ ਗ਼ਲਤ ਹੈ। ਉਸਨੇ ਓਟਵਾ 'ਤੇ ਵੀ ਦਬਾਅ ਪਾਇਆ ਹੈ ਕਿ ਘਾਤਕ ਹਾਦਸਿਆਂ 'ਚ ਸ਼ਾਮਲ ਡਰਾਈਵਰਾਂ ਦੇ ਯਾਤਰਾ ਦਸਤਾਵੇਜ਼ ਜਾਂਚ ਪੂਰੀ ਹੋਣ ਤੱਕ ਅਸਥਾਈ ਤੌਰ 'ਤੇ ਰੱਖਣ ਦੀ ਕੋਈ ਵਿਵਸਥਾ ਬਣਾਈ ਜਾਵੇ, ਤਾਂ ਜੋ ਕਿਸੇ ਪਰਿਵਾਰ ਨੂੰ ਇਹ ਨਾ ਦੇਖਣਾ ਪਵੇ ਕਿ ਨਿਆਂ ਪੂਰਾ ਹੋਣ ਤੋਂ ਪਹਿਲਾਂ ਡਰਾਈਵਰ ਦੇਸ਼ ਛੱਡ ਗਿਆ। ## ਕਿਊਬੈਕ ਵਿੱਚ ਬਲਜੀਤ ਸਿੰਘ ਨੂੰ ਕੀ ਸਜ਼ਾ ਮਿਲੀ? ਬਲਜੀਤ ਸਿੰਘ ਨੂੰ 30 ਸਤੰਬਰ ਨੂੰ ਲੌਂਗਿਊਲ ਅਦਾਲਤ ਵਿੱਚ ਹਾਦਸੇ ਤੋਂ ਚਾਰ ਸਾਲ ਤੋਂ ਵੱਧ ਸਮੇਂ ਬਾਅਦ ਫ਼ੈਡਰਲ ਜੇਲ੍ਹ ਵਿੱਚ ਛੇ ਸਾਲ ਦੀ ਸਜ਼ਾ ਸੁਣਾਈ ਗਈ, ਜੋ ਕੈਨੇਡਾ ਵਿੱਚ ਇਸ ਕਿਸਮ ਦੀਆਂ ਸਭ ਤੋਂ ਸਖ਼ਤ ਸਜ਼ਾਵਾਂ ਵਿੱਚੋਂ ਇੱਕ ਹੈ। ਜੱਜ ਨੇ ਕ੍ਰਾਊਨ ਅਤੇ ਬਚਾਅ ਪੱਖ ਦੀ ਸਾਂਝੀ ਸਜ਼ਾ ਸਿਫ਼ਾਰਸ਼ ਨੂੰ ਸਵੀਕਾਰ ਕੀਤਾ। ਹਿਰਾਸਤ ਵਿੱਚ ਪਹਿਲਾਂ ਹੀ ਬਿਤਾਏ ਸਮੇਂ ਦੀ ਛੋਟ ਤੋਂ ਬਾਅਦ ਸਿੰਘ ਨੂੰ ਚਾਰ ਸਾਲ ਚਾਰ ਮਹੀਨੇ ਦੀ ਸਜ਼ਾ ਹੋਰ ਕੱਟਣੀ ਹੈ, ਅਤੇ ਉਸ 'ਤੇ 10 ਸਾਲਾਂ ਲਈ ਗੱਡੀ ਚਲਾਉਣ ਦੀ ਪਾਬੰਦੀ ਵੀ ਲਾਈ ਗਈ ਹੈ। ## 2022 ਦੇ ਕਿਊਬੈਕ ਹਾਦਸੇ ਵਿੱਚ ਕੀ ਹੋਇਆ ਸੀ? 19 ਜੁਲਾਈ 2022 ਨੂੰ ਕਿਊਬੈਕ ਦੇ ਬ੍ਰੌਸਾਰਡ ਵਿੱਚ ਹਾਈਵੇਅ 30 'ਤੇ ਸਿੰਘ ਵੱਲੋਂ ਚਲਾਇਆ ਜਾ ਰਿਹਾ 53 ਫੁੱਟ ਦਾ ਟਰੈਕਟਰ-ਟਰੇਲਰ ਇੱਕ ਨਿਰਮਾਣ ਖੇਤਰ ਨੇੜੇ ਲਗਭਗ ਰੁਕੇ ਹੋਏ ਵਾਹਨਾਂ ਨਾਲ ਟਕਰਾ ਗਿਆ, ਜਿਸ ਨਾਲ 42 ਸਾਲਾ ਨੈਨਸੀ ਲੇਫਰਾਂਸੁਆ ਅਤੇ ਉਨ੍ਹਾਂ ਦੇ 11 ਸਾਲਾ ਪੁੱਤਰ ਲੋਇਕ ਦੀ ਮੌਤ ਹੋ ਗਈ। ਕਈ ਹੋਰ ਲੋਕ ਜ਼ਖ਼ਮੀ ਹੋਏ। ਸਬੂਤਾਂ ਤੋਂ ਸਾਹਮਣੇ ਆਇਆ ਕਿ ਉਸ ਸਮੇਂ ਸਿੰਘ ਆਪਣਾ ਸੈੱਲਫ਼ੋਨ ਵਰਤ ਰਿਹਾ ਸੀ ਅਤੇ ਆਨਲਾਈਨ ਗੇਮ ਖੇਡ ਰਿਹਾ ਸੀ, ਉਸ ਨੇ ਉਸ ਦਿਨ ਕਿਊਬੈਕ ਦੇ ਹਾਈਵੇਅ ਸੇਫ਼ਟੀ ਕੋਡ ਦੀਆਂ 43 ਉਲੰਘਣਾਵਾਂ ਕੀਤੀਆਂ ਸਨ, ਅਤੇ ਵੱਧ ਤੋਂ ਵੱਧ ਮਨਜ਼ੂਰ ਡਰਾਈਵਿੰਗ ਘੰਟਿਆਂ ਤੋਂ ਵੱਧ ਗੱਡੀ ਚਲਾਈ ਸੀ। ਉਹ ਓਂਟਾਰੀਓ ਸਥਿਤ ਕੰਪਨੀ ਹਰਮਨ ਟ੍ਰਾਂਸਪੋਰਟ ਲਈ ਗੱਡੀ ਚਲਾ ਰਿਹਾ ਸੀ, ਅਤੇ ਅਪ੍ਰੈਲ ਵਿੱਚ ਉਸ ਨੇ ਖ਼ਤਰਨਾਕ ਡਰਾਈਵਿੰਗ ਨਾਲ ਮੌਤ ਦਾ ਕਾਰਨ ਬਣਨ ਅਤੇ ਖ਼ਤਰਨਾਕ ਡਰਾਈਵਿੰਗ ਨਾਲ ਸਰੀਰਕ ਨੁਕਸਾਨ ਪਹੁੰਚਾਉਣ ਦੇ ਦੋਸ਼ ਕਬੂਲ ਕੀਤੇ ਸਨ। ## ਇਸ ਮਾਮਲੇ ਨੂੰ ਅਦਾਲਤ ਤੱਕ ਪਹੁੰਚਣ ਵਿੱਚ ਤਿੰਨ ਸਾਲ ਤੋਂ ਵੱਧ ਸਮਾਂ ਕਿਉਂ ਲੱਗਾ? ਹਾਦਸੇ ਤੋਂ 24 ਘੰਟਿਆਂ ਤੋਂ ਵੀ ਘੱਟ ਸਮੇਂ ਬਾਅਦ, ਫ਼ੌਜਦਾਰੀ ਦੋਸ਼ ਲੱਗਣ ਤੋਂ ਪਹਿਲਾਂ ਹੀ, ਸਿੰਘ ਕੈਨੇਡਾ ਛੱਡ ਕੇ ਭਾਰਤ ਚਲਾ ਗਿਆ ਅਤੇ ਤਿੰਨ ਸਾਲ ਤੋਂ ਵੱਧ ਸਮਾਂ ਕੈਨੇਡੀਅਨ ਅਧਿਕਾਰੀਆਂ ਦੀ ਪਹੁੰਚ ਤੋਂ ਬਾਹਰ ਰਿਹਾ। ਆਖ਼ਰਕਾਰ ਉਸ ਦਾ ਪਤਾ ਅਮਰੀਕਾ ਵਿੱਚ ਲੱਗਾ, ਜਿੱਥੇ ਉਹ ਮੁੜ ਟਰੱਕ ਡਰਾਈਵਰ ਵਜੋਂ ਕੰਮ ਸ਼ੁਰੂ ਕਰਨ ਦੀ ਕੋਸ਼ਿਸ਼ ਕਰ ਰਿਹਾ ਸੀ, ਅਤੇ ਅਗਸਤ 2025 ਵਿੱਚ ਅਮਰੀਕੀ ਅਧਿਕਾਰੀਆਂ ਨੇ ਉਸ ਨੂੰ ਗ੍ਰਿਫ਼ਤਾਰ ਕਰਕੇ ਕਿਊਬੈਕ ਵਾਪਸ ਭੇਜਿਆ। (ਇਹ ਮਾਮਲਾ ਡਰਾਈਵਰ ਜਸਕੀਰਤ ਸਿੰਘ ਸਿੱਧੂ ਨਾਲ ਜੁੜੇ 2018 ਦੇ ਹੰਬੋਲਟ ਬ੍ਰੌਂਕੋਸ ਹਾਦਸੇ ਤੋਂ ਵੱਖਰਾ ਹੈ।) Sources (2) 1.
