Secretary of State Marco Rubio said on Saturday that Washington wants 60 days to study the impact. ## What Trump waived The Hindu reported that the waiver, announced on Saturday (October 17, 2026) US time, covers key provisions of the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026, which was ratified on September 18\. The law authorised raising tariffs on buyers of Russian oil by as much as 100%. India Today, citing PTI, said the executive order keeps the waivers in force until the president or the secretary of state decides further action is needed. ## Rubio: a 60-day review Speaking before leaving for Uzbekistan and India, Rubio said the president "wants to take the 60-day period of time to sort of analyse what imposing both sanctions and tariffs will mean to the global economy, and even to the US economy," according to PTI. He said countries like India had diversified their energy purchases but still buy a substantial amount from Russia "because it's hard to pivot from one day to the next." He called India an important ally and partner. ## Why India gets relief The Hindu said the decision gives Indian refiners more flexibility to keep buying Russian crude while supplies from West Asia are disrupted by renewed conflict. Russian crude was more than 50% of India's oil imports in July, 44% in August and about 35% in September, according to Kpler data cited by the paper. An Indian official called the move "helpful". The paper also linked it to US fuel prices ahead of the midterm elections and to a diesel deal with Russia announced earlier this week. ## What comes next The Hindu said the decision is expected to ease Rubio's talks in India, where he is due in Mumbai and Jamnagar and will meet External Affairs Minister S. Jaishankar. India's foreign ministry had said energy would be on the agenda.
