A special CBI court in Chandigarh has dismissed an application by Rajbir Singh Ghuman, Officer on Special Duty (OSD) to Punjab Chief Minister Bhagwant Mann, seeking contempt proceedings against the CBI team over the alleged leak of the FIR registered against him. Special Judge Bhavna Jain ruled on Monday, October 12, that uploading the FIR did not amount to wilful disobedience of the court's directions, according to The Tribune, Babushahi and ANI. ## What did Ghuman ask the CBI court for? Ghuman argued that the CBI had obtained an order to withhold the FIR from being uploaded online, yet the document reached the media and the public, allegedly to tarnish his image. His counsel sought contempt action against the entire investigating team. ## Why did the court reject the plea? The CBI's public prosecutor said the investigating officer submitted the FIR to the court on October 6, 2026\. The court held that the objective of withholding the FIR for operational reasons was achieved once the searches were over, and that it was then uploaded promptly in line with the Supreme Court's directions. In its words, the application was "devoid of any merit". ## How does this fit the wider CBI case against Punjab CM's OSD? The FIR follows a Punjab and Haryana High Court order directing the CBI to probe corruption allegations involving people linked to the Punjab government; searches covered eight locations including the CM's camp office. On Monday the Supreme Court refused to stay the FIR but directed that no coercive steps be taken against the accused, and issued notice on the Punjab government's plea. Ghuman earlier skipped CBI questioning, as the Punjab CMO said. ## What happens next? The CBI probe continues, with the Supreme Court appeal pending. These are allegations; nothing has been proved against Ghuman or anyone else named in the FIR. ## Who is Rajbir Singh Ghuman? He is the OSD to Chief Minister Bhagwant Mann and the main person named in the CBI's FIR. ## Did the Supreme Court stay the CBI FIR?
