The allegations involve money or other benefits being exchanged for government favours, the paper reported. PTC News said the ED wrote three letters to the DGP in July and August 2026 seeking an FIR. The agency's own text of the case has not been made public, and these are allegations, not findings. ## How does it link to the CBI case? The CBI registered an FIR against Ghuman and five others after the Punjab and Haryana High Court's October 5 order, and searched multiple locations including the Chief Minister's camp office in Chandigarh. Ghuman skipped CBI summons, according to The New Indian Express. On October 12 the Supreme Court issued notice on the Punjab government's plea but refused to stay the FIR, directing that no coercive steps be taken against Ghuman and that the state cooperate.
