The Punjab and Haryana High Court has imposed costs of Rs 1 lakh on Punjab Chief Secretary K A P Sinha for the state government's failure to file a reply in a contempt petition over unpaid dearness allowance (DA) and dearness relief (DR) arrears. Justice Harsh Bunger directed Sinha to appear in person on 3 November 2026 with a personal affidavit. ## What did the High Court order? According to The Indian Express, NDTV and The New Indian Express, the court was hearing a contempt petition over non-payment of DA arrears to government employees and pensioners. It expressed displeasure after the state did not file its response during a hearing that lasted nearly an hour. Sinha must explain the steps taken to comply with the earlier judgment and say when the outstanding directions will be carried out. ## What is the DA arrears dispute? On 3 August, a division bench directed the Punjab government and the Punjab State Power Corporation to release pending DA and DR instalments within a set period. The state has challenged that order in the Supreme Court, arguing that paying arrears it puts at about Rs 14,191 crore so quickly is not feasible.
