Punjab Chief Minister Bhagwant Mann said on Monday, October 12, 2026, that his government will pursue every legal and constitutional avenue to free "Bandi Singhs" (Sikh prisoners), and that the Centre has still not approved parole for Jagtar Singh Hawara despite Punjab's assurances. He spoke after meeting the Qaumi Insaaf Morcha and other Sikh organisations at Punjab Bhawan in Chandigarh, according to The Tribune, Hindustan Times, ThePrint (PTI) and NDTV. ## What did Mann say about Hawara's parole? Mann said Punjab had already assured the Centre and Governor Gulab Chand Kataria that law and order would be maintained if Hawara, serving a life term for the 1995 assassination of Chief Minister Beant Singh, is granted parole to meet his ailing mother. "Despite our assurances, the Centre has still not approved parole," he said, adding that the state had also given an assurance to Union Home Minister Amit Shah. ## Who attended the meeting? The delegation included Sant Sewa Singh of Rampur Khera, Gurdeep Singh from Bathinda, Bhai Mohkam Singh, Gursewak Singh Kahaneke, Baba Bhupinder Singh and farm leader Boota Singh Burjgil. They also raised the cases of Paramjit Singh Bheora, Jagtar Singh Tara, Balwant Singh Rajoana and Amritpal Singh. Mann said he would take up the Bheora and Tara parole cases with the Governor, who is also Chandigarh's Administrator. ## What about Hawara's transfer to a Punjab jail? NDTV reported that the Morcha said Mann assured them the state's Advocate General would argue for shifting Hawara to a Punjab prison at a Supreme Court hearing scheduled for Tuesday. The Morcha claimed Hawara "could come out of jail at any time"; that is the group's claim, not an official announcement, and parole and transfer remain separate matters. ## What else did the Chief Minister announce? Mann said Advocate General Maninderjit Singh Bedi would legally review each case. He urged Sikh organisations to keep their struggle peaceful and within the law, and framed a limited humanitarian parole for Hawara as a confidence-building step, according to reports. The meeting comes ahead of the 2027 Assembly election. ## What happens next? The Supreme Court hearing on Hawara's transfer is the next marker; any parole would need central approval, which has not come so far. ## Has the Centre approved Hawara's parole? No. Mann said on October 12 that the Centre had not approved it despite Punjab's assurances on law and order. ## Why is Hawara in jail? He is serving a life sentence for the August 31, 1995 assassination of then Punjab Chief Minister Beant Singh. ## When is the Supreme Court hearing on Hawara's transfer? Tuesday, October 13, 2026, according to NDTV's report of the Morcha's account. ## In this story · from the Kosh * [**Bhagwant Mann**Punjab Chief Minister](https://jugti.com/kosh/people/bhagwant-mann/) **Jugti is free and independent.** Reader support keeps Jugti going.
