They say preliminary findings point towards a possible murder and the postmortem will settle the cause of death. ਕੌਮੀ ਮਨੁੱਖੀ ਅਧਿਕਾਰ ਕਮਿਸ਼ਨ (ਐੱਨਐੱਚਆਰਸੀ) ਨੇ ਪੰਜਾਬ ਦੇ ਮਾਨਸਾ ਜ਼ਿਲ੍ਹੇ ਦੇ ਪਿੰਡ ਭੰਮੇ ਕਲਾਂ ਦੇ ਵਾਸੀ ਦਲਜੀਤ ਸਿੰਘ ਦੀ ਮੌਤ ਅਤੇ ਜਵਾਬਦੇਹੀ ਦੀ ਮੰਗ ਕਰ ਰਹੇ ਪ੍ਰਦਰਸ਼ਨਕਾਰੀਆਂ ਖ਼ਿਲਾਫ਼ ਤਾਕਤ ਦੀ ਕਥਿਤ ਵਰਤੋਂ ਨਾਲ ਜੁੜੀ ਸ਼ਿਕਾਇਤ ਦਾ ਨੋਟਿਸ ਲਿਆ ਹੈ। ਨੇਸ਼ਨ ਪ੍ਰੈੱਸ ਅਤੇ ਪੰਜਾਬ ਕ੍ਰੌਨਿਕਲ ਦੀਆਂ ਬੁੱਧਵਾਰ, 28 ਅਕਤੂਬਰ 2026 ਦੀਆਂ ਰਿਪੋਰਟਾਂ ਮੁਤਾਬਕ ਕਮਿਸ਼ਨ ਦੇ ਮੈਂਬਰ ਪ੍ਰਿਯੰਕ ਕਾਨੂੰਗੋ ਦੀ ਅਗਵਾਈ ਵਾਲੀ ਬੈਂਚ ਨੇ ਪੰਜਾਬ ਦੇ ਮੁੱਖ ਸਕੱਤਰ ਅਤੇ ਪੁਲਿਸ ਮਹਾਨਿਰਦੇਸ਼ਕ ਨੂੰ ਨੋਟਿਸ ਜਾਰੀ ਕੀਤੇ ਹਨ। ਉਨ੍ਹਾਂ ਨੂੰ ਦੋਸ਼ਾਂ ਦੀ ਜਾਂਚ ਕਰਕੇ ਦੋ ਹਫ਼ਤਿਆਂ ਵਿੱਚ ਕੀਤੀ ਕਾਰਵਾਈ ਦੀ ਰਿਪੋਰਟ ਭੇਜਣ ਦੇ ਨਿਰਦੇਸ਼ ਦਿੱਤੇ ਗਏ ਹਨ। ਕਮਿਸ਼ਨ ਨੇ ਮਨੁੱਖੀ ਅਧਿਕਾਰ ਸੁਰੱਖਿਆ ਕਾਨੂੰਨ, 1993 ਦੀ ਧਾਰਾ 12 ਤਹਿਤ ਕਾਰਵਾਈ ਕੀਤੀ ਹੈ। ਇਹ ਸ਼ਿਕਾਇਤ ਵਿੱਚ ਲਾਏ ਦੋਸ਼ ਹਨ, ਕਮਿਸ਼ਨ ਨੇ ਕੋਈ ਫ਼ੈਸਲਾ ਨਹੀਂ ਸੁਣਾਇਆ। ## ਸ਼ਿਕਾਇਤ ਵਿੱਚ ਕੀ ਦੋਸ਼ ਹਨ? ਸ਼ਿਕਾਇਤ ਮੁਤਾਬਕ 35 ਸਾਲਾ ਦਲਜੀਤ ਸਿੰਘ 27 ਅਕਤੂਬਰ ਨੂੰ ਰਾਮਾਨੰਦੀ ਪਿੰਡ ਨੇੜੇ ਸ਼ੱਕੀ ਹਾਲਾਤਾਂ ਵਿੱਚ ਮ੍ਰਿਤਕ ਮਿਲਿਆ ਸੀ ਅਤੇ ਉਸ ਦੇ ਪਰਿਵਾਰ ਨੇ ਮੌਤ ਦੇ ਕਾਰਨ ਬਾਰੇ ਸਵਾਲ ਚੁੱਕੇ, ਜਿਨ੍ਹਾਂ ਵਿੱਚ ਨਸ਼ਿਆਂ ਨਾਲ ਸੰਭਾਵੀ ਸਬੰਧ ਵੀ ਸ਼ਾਮਲ ਹੈ। ਪੰਜਾਬ ਕ੍ਰੌਨਿਕਲ ਨੇ ਉਸ ਨੂੰ ਛੋਟਾ ਕਿਸਾਨ ਦੱਸਿਆ ਹੈ ਅਤੇ ਲਿਖਿਆ ਹੈ ਕਿ ਪਰਿਵਾਰ ਨੇ ਦੋਸ਼ ਲਾਇਆ ਕਿ ਉਸ ਦੀ ਮੌਤ ਨਸ਼ੇ ਨਾਲ ਜੁੜੀ ਸੀ ਅਤੇ ਇਲਾਕੇ ਵਿੱਚ ਕਥਿਤ ਨਸ਼ਾ ਸਪਲਾਈ ਕਰਨ ਵਾਲਿਆਂ ਖ਼ਿਲਾਫ਼ ਕਾਰਵਾਈ ਦੀ ਮੰਗ ਕੀਤੀ। ਜਦੋਂ ਪਰਿਵਾਰ ਅਤੇ ਸਮਰਥਕ ਉਸ ਦੀ ਲਾਸ਼ ਲੈ ਕੇ ਮਾਰੇ ਗਏ ਨਸ਼ਾ-ਵਿਰੋਧੀ ਕਾਰਕੁਨ ਪਰਵਿੰਦਰ ਸਿੰਘ ਝੋਟਾ ਨਾਲ ਜੁੜੇ ਮਾਨਸਾ ਦੇ ਧਰਨੇ ਵੱਲ ਵਧੇ, ਤਾਂ ਪੁਲਿਸ ਨੇ ਰਾਮਦੀਤੇਵਾਲਾ ਚੌਕ ਨੇੜੇ ਜਲੂਸ ਰੋਕ ਲਿਆ ਅਤੇ ਲਾਸ਼ ਆਪਣੇ ਕਬਜ਼ੇ ਵਿੱਚ ਲੈ ਕੇ ਏਮਜ਼ ਬਠਿੰਡਾ ਭੇਜ ਦਿੱਤੀ। ਸ਼ਿਕਾਇਤ ਵਿੱਚ ਦੋਸ਼ ਹੈ ਕਿ ਪ੍ਰਦਰਸ਼ਨਕਾਰੀਆਂ ਉੱਤੇ ਤਾਕਤ ਵਰਤੀ ਗਈ ਅਤੇ ਕਈਆਂ ਨੂੰ ਹਿਰਾਸਤ ਵਿੱਚ ਲਿਆ ਗਿਆ। ਨੇਸ਼ਨ ਪ੍ਰੈੱਸ ਮੁਤਾਬਕ ਪਰਿਵਾਰ ਦੇ ਦੋਸ਼ ਇਸ ਤੋਂ ਅੱਗੇ ਜਾਂਦੇ ਹਨ। ਉਨ੍ਹਾਂ ਦਾ ਕਹਿਣਾ ਹੈ ਕਿ ਲਾਸ਼ ਉਨ੍ਹਾਂ ਦੀ ਸਹਿਮਤੀ ਤੋਂ ਬਿਨਾਂ ਧਰਨੇ ਵਾਲੀ ਥਾਂ ਤੋਂ ਹਟਾਈ ਗਈ, ਰਿਸ਼ਤੇਦਾਰਾਂ ਉੱਤੇ ਦਸਤਾਵੇਜ਼ਾਂ ਉੱਤੇ ਦਸਤਖ਼ਤ ਕਰਨ ਦਾ ਦਬਾਅ ਪਾਇਆ ਗਿਆ, ਪਰਿਵਾਰ ਦੀ ਸਹਿਮਤੀ ਤੋਂ ਬਿਨਾਂ ਪੋਸਟਮਾਰਟਮ ਦਾ ਹੁਕਮ ਦਿੱਤਾ ਗਿਆ ਅਤੇ ਰਿਸ਼ਤੇਦਾਰਾਂ ਨੂੰ ਵੱਖ-ਵੱਖ ਥਾਣਿਆਂ ਵਿੱਚ ਲਿਜਾਇਆ ਗਿਆ। ਦੂਜੇ ਪਾਸੇ ਪੁਲਿਸ ਦਾ ਕਹਿਣਾ ਹੈ ਕਿ ਕਾਨੂੰਨ-ਵਿਵਸਥਾ ਬਣਾਈ ਰੱਖਣ ਲਈ ਦਖ਼ਲ ਜ਼ਰੂਰੀ ਸੀ ਅਤੇ ਕੁਝ ਪ੍ਰਦਰਸ਼ਨਕਾਰੀਆਂ ਨੇ ਕਥਿਤ ਤੌਰ ਉੱਤੇ ਪੁਲਿਸ ਮੁਲਾਜ਼ਮਾਂ ਉੱਤੇ ਹਮਲਾ ਕੀਤਾ। ਪੰਜਾਬ ਕ੍ਰੌਨਿਕਲ ਮੁਤਾਬਕ ਪੁਲਿਸ ਨੇ ਕਿਹਾ ਕਿ ਸ਼ੁਰੂਆਤੀ ਜਾਂਚ ਸੰਭਾਵੀ ਕਤਲ ਵੱਲ ਇਸ਼ਾਰਾ ਕਰਦੀ ਹੈ ਅਤੇ ਮੌਤ ਦਾ ਸਹੀ ਕਾਰਨ ਪੋਸਟਮਾਰਟਮ ਰਿਪੋਰਟ ਤੋਂ ਸਪੱਸ਼ਟ ਹੋਵੇਗਾ। ## ਮਾਨਸਾ ਦੋ ਹਫ਼ਤਿਆਂ ਤੋਂ ਤਣਾਅ ਵਿੱਚ ਕਿਉਂ ਹੈ? ਇਹ ਟਕਰਾਅ ਨਸ਼ਾ-ਵਿਰੋਧੀ ਕਾਰਕੁਨ ਪਰਵਿੰਦਰ ਸਿੰਘ ਝੋਟਾ ਦੇ ਕਤਲ ਤੋਂ ਬਾਅਦ ਮਾਨਸਾ ਵਿੱਚ ਦੋ ਹਫ਼ਤਿਆਂ ਤੋਂ ਚੱਲ ਰਹੇ ਰੋਸ ਤੋਂ ਬਾਅਦ ਹੋਇਆ ਹੈ। ਝੋਟਾ ਨੂੰ 13 ਅਕਤੂਬਰ ਨੂੰ ਮਾਨਸਾ ਦੇ ਇੱਕ ਬਾਜ਼ਾਰ ਵਿੱਚ ਕੈਮਰੇ ਸਾਹਮਣੇ ਗੋਲੀਆਂ ਮਾਰ ਕੇ ਮਾਰ ਦਿੱਤਾ ਗਿਆ ਸੀ। ਪ੍ਰਦਰਸ਼ਨਕਾਰੀਆਂ ਨੇ ਜ਼ਿਲ੍ਹਾ ਪ੍ਰਸ਼ਾਸਨ ਕੰਪਲੈਕਸ ਨੇੜੇ ਧਰਨਾ ਜਾਰੀ ਰੱਖਿਆ ਹੋਇਆ ਹੈ ਅਤੇ 27 ਅਕਤੂਬਰ ਨੂੰ ਦਲਜੀਤ ਸਿੰਘ ਦਾ ਪਰਿਵਾਰ ਉਸ ਦੀ ਲਾਸ਼ ਉਸੇ ਧਰਨੇ ਵੱਲ ਲਿਜਾ ਰਿਹਾ ਸੀ, ਜਦੋਂ ਪੁਲਿਸ ਨੇ ਉਨ੍ਹਾਂ ਨੂੰ ਰੋਕ ਕੇ ਲਾਸ਼ ਕਬਜ਼ੇ ਵਿੱਚ ਲੈ ਲਈ ਅਤੇ ਕਿਸਾਨ ਆਗੂ ਲੱਖਾ ਸਿਧਾਣਾ ਨੂੰ ਹਿਰਾਸਤ ਵਿੱਚ ਲੈ ਲਿਆ। ਅਗਲੇ ਦਿਨ ਕਿਸਾਨ ਜਥੇਬੰਦੀਆਂ ਨੇ ਜ਼ਿਲ੍ਹੇ ਭਰ ਦੇ ਥਾਣਿਆਂ ਅੱਗੇ ਰੋਸ ਪ੍ਰਦਰਸ਼ਨ ਕੀਤੇ। ਵਿਰੋਧੀ ਆਗੂਆਂ ਨੇ ਇਸ ਮੌਤ ਅਤੇ ਪੁਲਿਸ ਕਾਰਵਾਈ ਉੱਤੇ ਆਮ ਆਦਮੀ ਪਾਰਟੀ ਸਰਕਾਰ ਉੱਤੇ ਹਮਲਾ ਬੋਲਿਆ ਹੈ। ਕਾਂਗਰਸ ਆਗੂ ਪਰਗਟ ਸਿੰਘ ਨੇ ਸਥਾਨਕ ਸੀਨੀਅਰ ਪੁਲਿਸ ਕਪਤਾਨ ਨੂੰ ਬਰਖ਼ਾਸਤ ਕਰਨ ਅਤੇ ਮੁੱਖ ਮੰਤਰੀ ਤੇ ਪੁਲਿਸ ਮਹਾਨਿਰਦੇਸ਼ਕ ਦੇ ਅਸਤੀਫ਼ੇ ਦੀ ਮੰਗ ਕੀਤੀ ਹੈ। ## ਅੱਗੇ ਕੀ ਹੋਵੇਗਾ? ਹੁਣ ਮੁੱਖ ਸਕੱਤਰ ਅਤੇ ਪੁਲਿਸ ਮਹਾਨਿਰਦੇਸ਼ਕ ਨੂੰ ਦਲਜੀਤ ਸਿੰਘ ਦੀ ਮੌਤ ਦੇ ਹਾਲਾਤਾਂ ਅਤੇ ਉਸ ਤੋਂ ਬਾਅਦ ਹੋਈ ਪੁਲਿਸ ਕਾਰਵਾਈ ਦੀ ਜਾਂਚ ਕਰਕੇ ਦੋ ਹਫ਼ਤਿਆਂ ਵਿੱਚ ਕਮਿਸ਼ਨ ਨੂੰ ਕੀਤੀ ਕਾਰਵਾਈ ਦੀ ਰਿਪੋਰਟ ਭੇਜਣੀ ਪਵੇਗੀ। ਪੋਸਟਮਾਰਟਮ ਰਿਪੋਰਟ ਤੋਂ ਮੌਤ ਦਾ ਅਧਿਕਾਰਤ ਕਾਰਨ ਸਪੱਸ਼ਟ ਹੋਣ ਦੀ ਉਮੀਦ ਹੈ ਅਤੇ ਉਹੀ ਪੁਲਿਸ ਜਾਂਚ ਦੀ ਦਿਸ਼ਾ ਤੈਅ ਕਰੇਗੀ। ਕਮਿਸ਼ਨ ਦਾ ਅਗਲਾ ਕਦਮ ਸੂਬੇ ਵੱਲੋਂ ਭੇਜੀ ਰਿਪੋਰਟ ਉੱਤੇ ਨਿਰਭਰ ਕਰੇਗਾ। ਜੁਗਤੀ ਨੇ ਇਸ ਮਾਮਲੇ ਦੇ ਪਹਿਲੇ ਪੜਾਅ, ਲਾਸ਼ ਕਬਜ਼ੇ ਵਿੱਚ ਲੈਣ ਅਤੇ ਜ਼ਿਲ੍ਹਾ ਪੱਧਰੀ ਰੋਸ ਸਮੇਤ, ਕਵਰ ਕੀਤੇ ਹਨ ਅਤੇ ਸੂਬੇ ਦੀ ਰਿਪੋਰਟ ਆਉਣ ਉੱਤੇ ਇਹ ਖ਼ਬਰ ਅੱਪਡੇਟ ਕੀਤੀ ਜਾਵੇਗੀ। ## ਐੱਨਐੱਚਆਰਸੀ ਨੇ ਪੰਜਾਬ ਨੂੰ ਕੀ ਕਰਨ ਲਈ ਕਿਹਾ ਹੈ? ਕਮਿਸ਼ਨ ਨੇ ਪੰਜਾਬ ਦੇ ਮੁੱਖ ਸਕੱਤਰ ਅਤੇ ਪੁਲਿਸ ਮਹਾਨਿਰਦੇਸ਼ਕ ਨੂੰ ਨੋਟਿਸ ਜਾਰੀ ਕਰਕੇ ਦਲਜੀਤ ਸਿੰਘ ਦੀ ਮੌਤ ਅਤੇ ਪ੍ਰਦਰਸ਼ਨਕਾਰੀਆਂ ਖ਼ਿਲਾਫ਼ ਕਥਿਤ ਤਾਕਤ ਦੀ ਵਰਤੋਂ ਦੀ ਜਾਂਚ ਕਰਨ ਅਤੇ ਦੋ ਹਫ਼ਤਿਆਂ ਵਿੱਚ ਕੀਤੀ ਕਾਰਵਾਈ ਦੀ ਰਿਪੋਰਟ ਭੇਜਣ ਲਈ ਕਿਹਾ ਹੈ। ## ਦਲਜੀਤ ਸਿੰਘ ਕੌਣ ਸੀ? ਦਲਜੀਤ ਸਿੰਘ, 35 ਸਾਲ, ਮਾਨਸਾ ਜ਼ਿਲ੍ਹੇ ਦੇ ਪਿੰਡ ਭੰਮੇ ਕਲਾਂ ਦਾ ਛੋਟਾ ਕਿਸਾਨ ਸੀ। ਉਹ 27 ਅਕਤੂਬਰ 2026 ਨੂੰ ਰਾਮਾਨੰਦੀ ਪਿੰਡ ਨੇੜੇ ਮ੍ਰਿਤਕ ਮਿਲਿਆ ਸੀ। ਪਰਿਵਾਰ ਨੂੰ ਨਸ਼ੇ ਨਾਲ ਸਬੰਧ ਦਾ ਸ਼ੱਕ ਹੈ, ਜਦਕਿ ਪੁਲਿਸ ਦਾ ਕਹਿਣਾ ਹੈ ਕਿ ਕਾਰਨ ਪੋਸਟਮਾਰਟਮ ਤੋਂ ਸਪੱਸ਼ਟ ਹੋਵੇਗਾ। ## ਪ੍ਰਦਰਸ਼ਨ ਬਾਰੇ ਪੰਜਾਬ ਪੁਲਿਸ ਕੀ ਕਹਿੰਦੀ ਹੈ? ਪੁਲਿਸ ਦਾ ਕਹਿਣਾ ਹੈ ਕਿ ਉਸ ਦਾ ਦਖ਼ਲ ਕਾਨੂੰਨ-ਵਿਵਸਥਾ ਬਣਾਈ ਰੱਖਣ ਲਈ ਸੀ ਅਤੇ ਕੁਝ ਪ੍ਰਦਰਸ਼ਨਕਾਰੀਆਂ ਨੇ ਕਥਿਤ ਤੌਰ ਉੱਤੇ ਮੁਲਾਜ਼ਮਾਂ ਉੱਤੇ ਹਮਲਾ ਕੀਤਾ। ਪੁਲਿਸ ਮੁਤਾਬਕ ਸ਼ੁਰੂਆਤੀ ਜਾਂਚ ਸੰਭਾਵੀ ਕਤਲ ਵੱਲ ਇਸ਼ਾਰਾ ਕਰਦੀ ਹੈ ਅਤੇ ਪੋਸਟਮਾਰਟਮ ਤੋਂ ਮੌਤ ਦਾ ਕਾਰਨ ਸਪੱਸ਼ਟ ਹੋਵੇਗਾ। ## In this story · from the Kosh * [**Mansa**City](https://jugti.com/kosh/places/mansa/) * [**Parvinder Singh Jhota**Anti-drug activist](https://jugti.com/kosh/people/parvinder-singh-jhota/) Sources (3) 1.
