Salaries, pensions, interest payments and power subsidies together swallow about 98 per cent of Punjab's revenue receipts, leaving very little for schools, roads and other development spending, according to a report released on Thursday by the PANJ Foundation, a Chandigarh-based policy think-tank. The report arrives a few months before the 2027 state elections. ## What does the report say about Punjab's finances? Titled "State of Punjab: Data Story of 15 Years", the report looks at the economy, public finances, employment, human development, crime and drugs, and the environment. Economist Upinder Sawhney said almost everything Punjab earns is spent before a rupee reaches a school or infrastructure. Revenue receipts are the regular income of a government, such as taxes, its share of central taxes and grants. ## What about jobs? Economist Lakhwinder Singh cited graduate unemployment, which the report says rose in Punjab from 13.1 per cent in 2017-18 to 16.9 per cent in 2023-24\. Over the same period India's rate fell from 17.2 per cent to 13 per cent. ## What does it say on drugs, colleges and health? The report says NDPS Act cases per head in Punjab were 4.4 times the national rate in 2022-23\. That figure counts registered cases, so it reflects enforcement as well as the scale of the problem. PANJ adviser Prof Aswini Kumar Nanda said government colleges per lakh young people match the national average, but enrolment in them has fallen. Infant mortality dropped from 28 in 2012 to 18 in 2020, though female infant mortality has risen, the report notes. ## Why does it matter now? With Assembly elections due in early 2027, the report gives parties and voters a common set of numbers on how Punjab has changed over 15 years. The full report is not posted openly; PANJ says it can be requested by writing to info@panj.org.in. ## What share of Punjab's revenue goes to salaries and subsidies? About 98 per cent of revenue receipts goes to salaries, pensions, interest and power subsidies combined, the report says. ## How high is graduate unemployment in Punjab? It rose to 16.9 per cent in 2023-24 from 13.1 per cent in 2017-18, while the national rate fell to 13 per cent. ## Who published the report?
