Sutlej River

The longest of Punjab's five rivers — from a Tibetan spring near Lake Rakshastal to the Panjnad; lifeline of Punjab's canals and the Bhakra Nangal project.

In short

The Sutlej is the longest of the five rivers of Punjab, flowing some 1,450 km from springs west of Lake Rakshastal in Tibet to the Panjnad in Pakistan, where its waters finally join the Indus. It enters India at the Shipki La pass in Himachal Pradesh and reaches the Punjab plain at Nangal in Rupnagar district, flowing past Ludhiana and Ferozepur and joining the Beas near Makhu — the confluence that forms the Harike Wetland. Under the Indus Waters Treaty its waters are allocated to India, feeding the Bhakra Nangal project and the Sirhind Canal that irrigate much of Punjab; in 1809 the river became the boundary between Maharaja Ranjit Singh's Sikh Empire and British India, a line that held until the Cis-Sutlej states merged into British Punjab in 1849.

The Sutlej is the longest of the five rivers that give Punjab — the 'land of five rivers' — its name: a 1,450-kilometre journey from a spring west of Lake Rakshastal in Tibet to the Panjnad in Pakistan, where its waters finally join the Indus. No other river has shaped the farmland, the canals, and the history of the Punjab quite like it.

In Punjabi it is the Satluj; in Sanskrit, the Shatadru; in Tibet, the Langqên Zangbo — the 'Elephant River'. The Sutlej enters India at the Shipki La pass in Himachal Pradesh, reaches the Punjab plain at Nangal in Rupnagar district, and flows past Ropar, Ludhiana and Ferozepur, feeding the canal system that turned this land into India's breadbasket.

From a Tibetan spring to the Punjab plain

The Sutlej rises as springs in an ephemeral stream west of the catchment of Lake Rakshastal in Tibet, at about 4,575 metres above sea level. It flows first west-northwest for some 260 kilometres under its Tibetan name, Langqên Zangbo, then crosses into India at the Shipki La pass and turns west-southwest through the Himalayas of Himachal Pradesh — a stretch harnessed by major hydroelectric projects, including the 1,325 MW Bhakra Dam.

On the Punjab plain the river passes Nangal and Ropar — where the Ropar Wetland, a Ramsar site, sits in its basin — then flows on past Ludhiana to meet the Beas near Makhu in Ferozepur district. From there it continues southwest into Pakistan, joining the Chenab north of Uch Sharif to form the Panjnad, which carries the combined waters of all five rivers into the Indus.

The river that divided two empires

For forty years the Sutlej was one of the most important borders in Indian history. The 1809 treaty between Maharaja Ranjit Singh's Sikh Empire and the British made the river the boundary between the two powers: the British would not interfere north of the Sutlej, and Ranjit Singh's forces would not dispossess the Cis-Sutlej chiefs — the small states of Patiala, Nabha, Jind, Faridkot and Malerkotla — south of it. The arrangement pushed the frontier of British India from the Yamuna to the Sutlej, and held until the Cis-Sutlej states were merged into British Punjab in 1849.

Bhakra Nangal and the canal lifeline

The waters of the Sutlej are allocated to India under the Indus Waters Treaty and are mostly diverted to irrigation canals — the mean annual flow above the Ropar barrage is about 14 million acre-feet. The Bhakra–Nangal project and the Sirhind Canal, both fed by the river, water vast tracts of Punjab and power its fields; the river's hydrology, driven by Himalayan snowmelt and the summer monsoon, has shaped both the state's harvests and its floods.

A proposed 214-kilometre Sutlej–Yamuna Link canal, meant to connect the river with the Yamuna and open freight and irrigation routes toward the east coast, has met with obstacles and been referred to the Supreme Court of India — a reminder that the Sutlej is still one of the most contested rivers in Indian politics.

Where the Beas joins at Harike

Near Makhu, the Beas — the river the town of Beas takes its name from — flows into the Sutlej, and their confluence forms the Harike Wetland, Punjab's largest wetland and a haven for migratory birds. The Ropar Wetland upstream is another Ramsar site in the river's basin, and evidence suggests the Indus Valley Civilisation once flourished along this stretch. Together, the Sutlej and its confluence wetlands make the river as much an ecological treasure as a historical one.

Why is the Sutlej the most important river of Punjab?

Because it is the longest of the five rivers, the one whose waters are allocated to India under the Indus Waters Treaty, and the lifeline of the canals — including the Sirhind Canal — that irrigate much of Punjab's farmland.
