AAP Says Mann Held 3 Hours at Delhi Airport; Customs: Routine

Punjab Chief Minister Bhagwant Mann was held at Delhi airport for around three hours after returning from Paris, the Aam Aadmi Party claimed on Tuesday. Customs officials told Times Now it was routine screening and "nothing was found", setting up another Centre versus Punjab row.

What AAP alleged

Punjab AAP media in-charge Baltej Pannu said Mann was detained for three hours and fined Rs 50,000, with officials citing "tremendous pressure from above", according to The Times of India. The party did not say why he was stopped or why a fine was imposed. Saurabh Bharadwaj wrote on X that Mann had gone to Paris to launch Punjab products and that "this arrogance of the Centre must end", as reported by Times Now.

AAP tied the incident to the Centre's repeated refusal of permission for Mann's foreign trips. Bharadwaj said the stop came after Mann challenged the Centre over a No-Objection Certificate (NOC). Pannu also accused the Centre of withholding Punjab's funds and mishandling the farmers' protest. These are the party's claims.

What Customs said

Top Customs officials told Times Now the checks were part of routine, intelligence-based risk screening applied to flights and were not aimed at the Punjab chief minister. "Mann cooperated with us. It was not a big issue. Nothing was found," they said. The fine and the exact length of the stop were not confirmed by Customs in the reports we opened.

'ਆਪ' ਨੇ ਕੀ ਦੋਸ਼ ਲਾਏ

ਟਾਈਮਜ਼ ਆਫ਼ ਇੰਡੀਆ ਮੁਤਾਬਕ ਪੰਜਾਬ 'ਆਪ' ਦੇ ਮੀਡੀਆ ਇੰਚਾਰਜ ਬਲਤੇਜ ਪੰਨੂ ਨੇ ਕਿਹਾ ਕਿ ਮਾਨ ਨੂੰ ਤਿੰਨ ਘੰਟੇ ਹਿਰਾਸਤ ਵਿੱਚ ਰੱਖਿਆ ਗਿਆ ਅਤੇ 50,000 ਰੁਪਏ ਜੁਰਮਾਨਾ ਲਾਇਆ ਗਿਆ, ਅਤੇ ਅਧਿਕਾਰੀਆਂ ਨੇ "ਉੱਪਰੋਂ ਭਾਰੀ ਦਬਾਅ" ਦੀ ਗੱਲ ਕਹੀ। ਪਾਰਟੀ ਨੇ ਇਹ ਨਹੀਂ ਦੱਸਿਆ ਕਿ ਉਨ੍ਹਾਂ ਨੂੰ ਕਿਉਂ ਰੋਕਿਆ ਗਿਆ ਜਾਂ ਜੁਰਮਾਨਾ ਕਿਉਂ ਲੱਗਿਆ। ਟਾਈਮਜ਼ ਨਾਓ ਅਨੁਸਾਰ ਸੌਰਭ ਭਾਰਦਵਾਜ ਨੇ ਐਕਸ ਉੱਤੇ ਲਿਖਿਆ ਕਿ ਮਾਨ ਪੈਰਿਸ ਵਿੱਚ ਪੰਜਾਬ ਦੇ ਉਤਪਾਦ ਲਾਂਚ ਕਰਨ ਗਏ ਸਨ ਅਤੇ "ਕੇਂਦਰ ਦਾ ਇਹ ਹੰਕਾਰ ਖ਼ਤਮ ਹੋਣਾ ਚਾਹੀਦਾ ਹੈ"।

ਐਨਓਸੀ ਵਿਵਾਦ ਨਾਲ ਜੋੜਿਆ

'ਆਪ' ਨੇ ਇਸ ਘਟਨਾ ਨੂੰ ਮਾਨ ਦੇ ਵਿਦੇਸ਼ੀ ਦੌਰਿਆਂ ਲਈ ਕੇਂਦਰ ਵੱਲੋਂ ਵਾਰ-ਵਾਰ ਇਜਾਜ਼ਤ ਨਾ ਦੇਣ ਨਾਲ ਜੋੜਿਆ। ਭਾਰਦਵਾਜ ਨੇ ਕਿਹਾ ਕਿ ਮਾਨ ਵੱਲੋਂ ਐਨਓਸੀ ਦੇ ਮੁੱਦੇ ਉੱਤੇ ਕੇਂਦਰ ਨੂੰ ਵੰਗਾਰਨ ਮਗਰੋਂ ਇਹ ਰੋਕ ਲੱਗੀ। ਪੰਨੂ ਨੇ ਕੇਂਦਰ ਉੱਤੇ ਪੰਜਾਬ ਦੇ ਫ਼ੰਡ ਰੋਕਣ ਅਤੇ ਕਿਸਾਨ ਅੰਦੋਲਨ ਨੂੰ ਗ਼ਲਤ ਢੰਗ ਨਾਲ ਸੰਭਾਲਣ ਦੇ ਦੋਸ਼ ਵੀ ਲਾਏ। ਇਹ ਪਾਰਟੀ ਦੇ ਦਾਅਵੇ ਹਨ।

ਕਸਟਮ ਨੇ ਕੀ ਕਿਹਾ

ਕਸਟਮ ਦੇ ਉੱਚ ਅਧਿਕਾਰੀਆਂ ਨੇ ਟਾਈਮਜ਼ ਨਾਓ ਨੂੰ ਦੱਸਿਆ ਕਿ ਜਾਂਚ ਖ਼ੁਫ਼ੀਆ ਜਾਣਕਾਰੀ ਅਤੇ ਜੋਖ਼ਮ ਦੇ ਮੁਲਾਂਕਣ ਉੱਤੇ ਆਧਾਰਿਤ ਆਮ ਪ੍ਰਕਿਰਿਆ ਸੀ ਅਤੇ ਪੰਜਾਬ ਦੇ ਮੁੱਖ ਮੰਤਰੀ ਨੂੰ ਨਿਸ਼ਾਨਾ ਨਹੀਂ ਬਣਾਇਆ ਗਿਆ। ਉਨ੍ਹਾਂ ਕਿਹਾ, "ਮਾਨ ਨੇ ਸਾਡਾ ਸਹਿਯੋਗ ਕੀਤਾ। ਇਹ ਕੋਈ ਵੱਡਾ ਮਾਮਲਾ ਨਹੀਂ ਸੀ। ਕੁਝ ਨਹੀਂ ਮਿਲਿਆ।" ਜੁਰਮਾਨੇ ਅਤੇ ਰੋਕ ਦੇ ਸਮੇਂ ਦੀ ਕਸਟਮ ਵੱਲੋਂ ਪੁਸ਼ਟੀ ਸਾਡੇ ਵੇਖੇ ਹੋਏ ਹਵਾਲਿਆਂ ਵਿੱਚ ਨਹੀਂ ਸੀ।
