The National Human Rights Commission (NHRC) has taken cognisance of allegations that unsafe, modified air-conditioned sleeper buses are being used under the Punjab government's Mukhyamantri Tirth Yatra Yojana, and has asked the state's Chief Secretary to inspect them and report within seven days, The Times of India and ANI reported on Saturday, 24 October 2026.

What does the complaint allege?

According to an NHRC release quoted by ANI and Deccan Chronicle, the complaint points to unauthorised structural changes to the buses, including partitions and doors separating the driver's cabin from the passenger compartment. It also alleges that emergency exits and windows are obstructed and that fire detection, suppression and emergency evacuation arrangements are inadequate. These are allegations in a complaint; the commission has not announced any finding.

What has the NHRC ordered?

A bench headed by NHRC member Priyank Kanoongo issued notices to the Punjab Chief Secretary and to the secretary of the Union Ministry of Road Transport and Highways, Punjabi Tribune and Patrika reported. The Chief Secretary has been asked to look into the matter personally, take action and submit a report within seven days. Mr Kanoongo said the buses did not meet the required safety standards, according to The News Mill.

Why does it matter for Punjab?

The scheme takes senior citizens and economically weaker people on free pilgrimages, and buses are flagged off from villages across the state almost daily. The commission said a welfare scheme cannot put the lives of its beneficiaries at risk and that the safety of elderly pilgrims must not be compromised.
