The Bharti Kisan Union (Ekta Ugrahan), Punjab’s largest farmer union, has termed the Central Government’s Rs 25-per-quintal hike in the minimum support price (MSP) of wheat a ‘cruel joke’ on farmers, demanding that the crop’s price be fixed as per the Swaminathan Commission’s formula.

BKU (Ekta Ugrahan) state president Joginder Singh Ugrahan, senior vice-president Jhanda Singh Jethuke and state secretary Shingara Singh Mann said the increase — from Rs 2,585 to Rs 2,610 per quintal for the coming rabi season — amounted to just 25 paise per kg, or less than one per cent.

“The nominal increase reflects a policy aimed at pushing farmers out of agriculture,” the leaders said, alleging that the Centre was also moving towards allowing American agricultural produce into Indian markets under a proposed India-US trade agreement, which they claimed would weaken the domestic agricultural market and the mandi system.

Rising costs, mounting debt

The farmer leaders said prices of fertilisers, agricultural inputs and household goods had risen substantially, while farmers, labourers and economically weaker sections were struggling with financial difficulties and mounting debt. The marginal MSP increase, they said, would only add to farmers’ debt burden.

They also criticised Union Home Minister Amit Shah and Agriculture Minister Shivraj Singh Chouhan for not announcing any economic package for Punjab or its farmers during their recent visits to the state, alleging the two ministers did not address any of Punjab’s basic issues.

Demands: Swaminathan formula, legal guarantee

The union demanded that the wheat MSP be fixed according to the Swaminathan Commission’s recommendations — 50 per cent profit over the comprehensive cost of production — and sought a legal guarantee for government procurement.

The leaders further demanded strengthening of the public distribution system and creation of adequate wheat reserves so that poor people could be provided free or subsidised foodgrains.

Farmer organisations across the state have echoed the criticism: the All India Kisan Sabha has called the Rs 25 hike the smallest wheat MSP increase in over two decades, arguing it fails to cover rising diesel, fertiliser and irrigation costs.

What MSP did the Centre announce for wheat?

The Centre raised the minimum support price of wheat by Rs 25 per quintal — from Rs 2,585 to Rs 2,610 — for the 2027-28 rabi marketing season. BKU (Ekta Ugrahan) says this works out to just 25 paise per kg, or less than one per cent.

ਬੀਕੇਯੂ (ਏਕਤਾ ਉਗਰਾਹਾਂ) ਦੇ ਸੂਬਾ ਪ੍ਰਧਾਨ ਜੋਗਿੰਦਰ ਸਿੰਘ ਉਗਰਾਹਾਂ, ਸੀਨੀਅਰ ਮੀਤ ਪ੍ਰਧਾਨ ਝੰਡਾ ਸਿੰਘ ਜੇਠੂਕੇ ਅਤੇ ਸੂਬਾ ਸਕੱਤਰ ਸ਼ਿੰਗਾਰਾ ਸਿੰਘ ਮਾਨ ਨੇ ਕਿਹਾ ਕਿ ਆਉਣ ਵਾਲੇ ਹਾੜ੍ਹੀ ਸੀਜ਼ਨ ਲਈ ਕਣਕ ਦਾ ਮੁੱਲ 2,585 ਤੋਂ ਵਧਾ ਕੇ 2,610 ਰੁਪਏ ਪ੍ਰਤੀ ਕ੍ਵਿੰਟਲ ਕੀਤਾ ਗਿਆ ਹੈ — ਜੋ ਸਿਰਫ਼ 25 ਪੈਸੇ ਪ੍ਰਤੀ ਕਿਲੋ ਯਾ ਇੱਕ ਫ਼ੀਸਦੀ ਤੋਂ ਵੱਧ ਬਣਦਾ ਹੈ।

“ਇਹ ਮਾਮੂਲੀ ਵਾਧਾ ਕਿਸਾਨਾਂ ਨੂੰ ਖੇਤੀ ਤੋਂ ਬਾਹਰ ਧੱਕਣ ਵਾਲੀ ਨੀਤੀ ਦਾ ਪ੍ਰਤੀਕ ਹੈ,” ਆਗੂਆਂ ਨੇ ਕਿਹਾ। ਉਨ੍ਹਾਂ ਦੋਸ਼ ਲਾਇਆ ਕਿ ਕੇਂਦਰ ਪ੍ਰਸਤਾਵਤ ਭਾਰਤ-ਅਮਰੀਕਾ ਵਪਾਰ ਸਮਝੌਤੇ ਤਹਿਤ ਅਮਰੀਕੀ ਖੇਤੀ ਉਪਜ ਨੂੰ ਭਾਰਤੀ ਮੰਡੀਆਂ ਵਿੱਚ ਆਉਣ ਦੇ ਰਹਾ ਹੈ, ਜਿਸ ਨਾਲ ਘਰੇਲੂ ਖੇਤੀ ਮੰਡੀ ਅਤੇ ਮੰਡੀ ਪ੍ਰਬੰਧ ਕਮਜ਼ੋਰ ਹੋਵੇਗਾ।

ਵਧਦੀਆਂ ਲਾਗਤਾਂ, ਵਧਦਾ ਕਰਜ਼ਾ

ਕਿਸਾਨ ਆਗੂਆਂ ਨੇ ਕਿਹਾ ਕਿ ਖਾਦਾਂ, ਖੇਤੀ ਮਸ਼ੀਨਰੀ ਅਤੇ ਘਰੇਲੂ ਵਸਤਾਂ ਦੀਆਂ ਕੀਮਤਾਂ ਵੱਧ ਗਈਆਂ ਹਨ, ਜਦੋਂ ਕਿ ਕਿਸਾਨ, ਮਜ਼ਦੂਰ ਅਤੇ ਗਰੀਬ ਵਰਗ ਕਰਜ਼ੇ ਹੇਠ ਦੱਬੇ ਹੋਏ ਹਨ। ਇਸ ਮਾਮੂਲੀ ਵਾਧੇ ਨਾਲ ਕਿਸਾਨਾਂ ਦਾ ਕਰਜ਼ਾ ਹੋਰ ਵਧੇਗਾ।

ਉਨ੍ਹਾਂ ਕੇਂਦਰੀ ਗ੍ਰਿਹ ਮੰਤਰੀ ਅਮਿਤ ਸ਼ਾਹ ਅਤੇ ਖੇਤੀਬਾੜੀ ਮੰਤਰੀ ਸ਼ਿਵਰਾਜ ਸਿੰਘ ਚੌਹਾਨ ਦੀ ਵੀ ਆਲੋਚਨਾ ਕੀਤੀ ਕਿ ਉਨ੍ਹਾਂ ਨੇ ਪੰਜਾਬ ਦੇ ਹਾਲ ਦੇ ਦੌਰਿਆਂ ਵਿੱਚ ਪੰਜਾਬ ਜਾਂ ਕਿਸਾਨਾਂ ਲਈ ਕੋਈ ਆਰਥਿਕ ਪੈਕੇਜ ਦਾ ਐਲਾਨ ਨਹੀਂ ਕੀਤਾ।

ਜਥੇਬੰਦੀ ਨੇ ਮੰਗ ਕੀਤੀ ਕਿ ਕਣਕ ਦਾ ਮੁੱਲ ਸਵਾਮੀਨਾਥਨ ਕਮਿਸ਼ਨ ਦੀਆਂ ਸਿਫਾਰਸ਼ਾਂ ਅਨੁਸਾਰ — ਵਿਆਪਕ ਲਾਗਤ ਤੇ 50 ਫ਼ੀਸਦੀ ਲਾਭ — ਤੈਅ ਕੀਤਾ ਜਾਵੇ ਅਤੇ ਸਰਕਾਰੀ ਖਰੀਦ ਦੀ ਕਾਨੂੰਨੀ ਗਾਰੰਟੀ ਦਿੱਤੀ ਜਾਵੇ।

ਆਗੂਆਂ ਨੇ ਜਨਤਕ ਵਿਤਰਣ ਪ੍ਰਣਾਲੀ ਨੂੰ ਮਜ਼ਬੂਤ ਕਰਨ ਅਤੇ ਕਣਕ ਦੇ ਲੋੜੀਂਦੇ ਭੰਡਾਰ ਬਣਾਉਣ ਦੀ ਵੀ ਮੰਗ ਕੀਤੀ ਤਾਂ ਜੋ ਗਰੀਬਾਂ ਨੂੰ ਮੁਫ਼ਤ ਜਾਂ ਸਸਤਾ ਅਨਾਜ ਮਿਲ ਸਕੇ।

ਸੂਬੇ ਭਰ ਦੀਆਂ ਕਿਸਾਨ ਜਥੇਬੰਦੀਆਂ ਨੇ ਇਸ ਆਲੋਚਨਾ ਨੂੰ ਦੁਹਰਾਇਆ ਹੈ: ਆਲ ਇੰਡੀਆ ਕਿਸਾਨ ਸਭਾ ਨੇ 25 ਰੁਪਏ ਦੇ ਵਾਧੇ ਨੂੰ ਦੋ ਦਹਾਕਿਆਂ ਵਿੱਚ ਸਭ ਤੋਂ ਛੋਟਾ ਵਾਧਾ ਕਰਾਰ ਦਿੱਤਾ ਹੈ।
