Alberta Votes Oct 19: Five Referendum Questions Target Temporary Residents

Albertans vote on Monday, October 19, in a 10-question referendum, and five of the questions are about immigration and who can use public services. Indian students and workers, including many from Punjab, are watching closely. The results are non-binding, but a "yes" would give Premier Danielle Smith's government a political mandate to bring in new rules for people who are not permanent residents.
What are the five immigration questions?
Question 1 asks whether Alberta should take increased control over immigration to bring it down to more sustainable levels, prioritise economic migrants and give Albertans first priority for new jobs. Question 2 asks whether only citizens, permanent residents and people with an "Alberta-approved immigration status" should be eligible for provincially funded programmes such as health care, education and social services. Question 3 would make people with non-permanent status wait 12 months before qualifying for provincial social support. Question 4 asks whether they should pay a "reasonable fee or premium" for their own and their family's use of health care and schools. Question 5 asks whether voters should have to show proof of citizenship, such as a passport or birth certificate, to vote in a provincial election.
Who could be affected?
The Indian Express reports that Alberta had about 279,000 non-permanent residents in mid-2026, around 5.6 per cent of the population. They include temporary foreign workers, international students, asylum claimants and their families, and Indian nationals make up a significant share of Canada's students and temporary workers. The government has not said what an "Alberta-approved immigration status" would be, and officials have said details would be worked out only if voters back the idea. Premier Smith has earlier floated a figure of about $1,900 per person for health care.
What do supporters and critics say?
Immigration Minister Joseph Schow and other officials argue that the province needs a bigger say in immigration and that temporary residents account for a growing share of demand for health care and education, The Indian Express reported. Opponents include three former premiers, Rachel Notley, Alison Redford and Ed Stelmach, who urged voters to say no to the immigration questions, CBC reported. Business observers quoted by the Calgary Herald warn of labour shortages, and a report for the Calgary Chamber of Commerce found that immigrants under 40 contributed a net $1 billion to provincial tax revenue in fiscal 2026. A group called Justice and Equity Alberta wrote in the Calgary Herald that the proposals echo older exclusion rules, including the 1908 continuous-journey regulation behind the 1914 Komagata Maru episode, when most of the 376 passengers were Sikhs from Punjab.
What about the separation question?
Question 10 asks whether Alberta should remain a province of Canada or begin the legal process towards a future binding referendum on separation. Prime Minister Mark Carney told a pro-Canada rally in Calgary on Thursday that the vote comes "at the worst possible time" and urged Albertans not to treat it as a way to send Ottawa a message, according to the Associated Press. Smith, who called the vote, said she voted for Alberta to remain in Canada. Advance voting runs through Saturday.
When is the Alberta referendum?
The vote is on Monday, October 19, 2026, after advance polls that run through Saturday, October 17.
Will the vote change immigration rules straight away?
No. The results are non-binding and do not automatically change any rules, but a "yes" would give the provincial government a political mandate to pursue legislation.
Does it affect Indian students and workers in Alberta?
Questions 2 to 4 target people without permanent residency or citizenship, which includes many international students and temporary workers. How they would apply has not been defined.
