Khalistan Vote in Edmonton Goes Ahead as FBI Warns SFJ's Pannun of 'Imminent Threat'

Sikhs for Justice (SFJ) is holding a non-binding "Khalistan Referendum" in Edmonton, Alberta, on Sunday, 18 October, days after its general counsel Gurpatwant Singh Pannun said the FBI warned him of an "imminent threat" to his life tied to his travel for the vote. SFJ says the event will go ahead as scheduled.
What Pannun says the FBI told him
Pannun told CBS News and other outlets that FBI agents visited his New York City home on 15 October and issued a "duty to warn" notice about an imminent threat, particularly linked to his planned trip to Canada for the referendum. In a statement to The Bureau, he said the agents confirmed the FBI was actively investigating leads but did not tell him who was behind the threat.
Pannun said he believes the Indian government is behind it, citing earlier US indictments and repeated FBI and RCMP warnings, but he acknowledged that the FBI has not named anyone. India has rejected the allegation that its officials directed the earlier plot against him and treats him as a terrorist.
RCMP warnings to organisers
Pannun also says he has received warnings from the Royal Canadian Mounted Police about threats to his life and to his home in Ontario. According to a statement shared with the Times of India, the RCMP issued "duty to warn" notices in August to three referendum organisers, Inderjeet Singh Gosal in Ontario and Manjinder Singh and Narinder Singh Randhawa in British Columbia. It says another organiser, American coordinator Avtar Singh Pannu, received a threat-to-life warning on 7 October while visiting Edmonton. These claims come from SFJ's own statements, and the agencies have not detailed them publicly in the reports we reviewed.
What the vote is, and is not
The referendum asks participants whether Indian Punjab should become an independent state called Khalistan. WE News reported that Sikhs from across Canada, the United States and Europe were travelling to Edmonton for it. It is organised by SFJ, a group banned in India since 2019, and is not recognised by the Canadian or Indian governments. Its result carries no legal force and cannot change Punjab's status.
This vote is separate from Alberta's own provincial referendum on Monday, 19 October, which asks Albertans about remaining in Canada and other questions, including immigration.
Background: the 2023 plot and the Nijjar killing
US prosecutors allege that an Indian government employee, Vikash Yadav, recruited Nikhil Gupta in May 2023 to arrange Pannun's murder in New York; the hitman turned out to be an undercover agent. Gupta pleaded guilty in February to murder-for-hire and related charges, and his sentencing has been moved to 20 November so Pannun can take part. The plot was foiled before any attack.
Pannun's associate Hardeep Singh Nijjar was shot dead outside a gurdwara in Surrey, British Columbia, in June 2023, an event that strained India-Canada relations. The new warnings come as Canada and India push for closer trade and security cooperation, with PM Narendra Modi due to visit Canada on 11-12 December.
What happens next
Organisers say voting will proceed in Edmonton on Sunday. Canadian police have not publicly detailed security arrangements in the reports reviewed, and no incident had been reported at the time of writing.
What is the Khalistan Referendum in Edmonton?
It is a non-binding vote organised by Sikhs for Justice on 18 October asking participants whether Indian Punjab should become an independent "Khalistan". Neither the Canadian nor the Indian government recognises it.
What did the FBI tell Gurpatwant Singh Pannun?
Pannun says FBI agents visited him on 15 October and issued a "duty to warn" notice about an imminent threat to his life tied to his travel to Edmonton. He says they did not say who was behind it.
Is this the same as the Alberta referendum?
No. Alberta's provincial referendum is on 19 October and is run by Elections Alberta. The Edmonton Khalistan vote is a separate, unofficial event run by SFJ.
