Punjab Assembly Moves Five River-Water Resolutions

Punjab's Aam Aadmi Party government is set to move five resolutions on the state's river-water rights in the Vidhan Sabha on Tuesday, 27 October 2026, the last day of the session. They cover a Yamuna share, control of three headworks, the Dam Safety Act, royalty from Rajasthan and Ravi water flowing to Pakistan. The Tribune called it a major outreach to farmers before the 2027 elections.

What is the Yamuna resolution about?

The first resolution asserts Punjab's historical and legal claim to Yamuna waters, since the river flowed through undivided Punjab before 1966, The Tribune reported. Unlike the Ravi and Beas, the Yamuna was left out of formal allocations to Punjab. The resolution notes that groundwater is depleted in 72 per cent of Punjab's blocks and presses for a water disputes tribunal on the complaint Punjab filed on 25 April 2025. TV9 Punjabi added that it cites a 1954 agreement between Punjab and Uttar Pradesh.

Who should control the Ropar, Harike and Ferozepur headworks?

The second resolution challenges Section 79(1)(c) of the Punjab Reorganisation Act, 1966, which gave control of the Ropar, Harike and Ferozepur headworks to the Bhakra Beas Management Board. It calls the provision unconstitutional, arguing that water falls in the State List. TV9 Punjabi said Punjab has already challenged Sections 78 and 79 in the Supreme Court. These are the government's arguments, not a court finding.

What about the Dam Safety Act and Rajasthan?

The third resolution reaffirms the Assembly's unanimous resolution of 5 May 2025 rejecting the Dam Safety Act, 2021. The fourth seeks royalty from Rajasthan for water from the Sutlej, Ravi and Beas, calling Rajasthan a non-riparian state. It asks Rajasthan and the Union Jal Shakti ministry to accept the liability and ensure annual payments. TV9 Punjabi reported that a demand notice was issued on 10 August 2026. An Akali-BJP government passed a similar resolution on 16 November 2016.

What is the Ravi-Pakistan resolution?

The fifth resolution concerns Ravi water flowing into Pakistan below Madhopur Headworks, the last headworks on the river in India. TV9 Punjabi reported that much of this water comes from the Ujh, Tarnah and Basantar streams of Jammu and Kashmir. The resolution asks the Centre to speed up the Ujh multipurpose project and approve the second Ravi-Beas link.

ਤੀਜਾ ਮਤਾ 5 ਮਈ 2025 ਦੇ ਸਰਬਸੰਮਤ ਮਤੇ ਨੂੰ ਦੁਹਰਾਉਂਦਾ ਹੈ, ਜਿਸ ਵਿੱਚ ਡੈਮ ਸੇਫਟੀ ਐਕਟ, 2021 ਰੱਦ ਕਰਨ ਦੀ ਮੰਗ ਕੀਤੀ ਗਈ ਸੀ। ਚੌਥਾ ਮਤਾ ਸਤਲੁਜ, ਰਾਵੀ ਤੇ ਬਿਆਸ ਦੇ ਪਾਣੀ ਬਦਲੇ ਰਾਜਸਥਾਨ ਤੋਂ ਰਾਇਲਟੀ ਮੰਗਦਾ ਹੈ ਅਤੇ ਰਾਜਸਥਾਨ ਨੂੰ ਗ਼ੈਰ-ਦਰਿਆਈ ਰਾਜ ਦੱਸਦਾ ਹੈ। ਇਸ ਵਿੱਚ ਰਾਜਸਥਾਨ ਸਰਕਾਰ ਤੇ ਕੇਂਦਰੀ ਜਲ ਸ਼ਕਤੀ ਮੰਤਰਾਲੇ ਤੋਂ ਦੇਣਦਾਰੀ ਮੰਨਣ ਤੇ ਸਾਲਾਨਾ ਅਦਾਇਗੀ ਯਕੀਨੀ ਬਣਾਉਣ ਦੀ ਮੰਗ ਹੈ। ਟੀਵੀ9 ਪੰਜਾਬੀ ਮੁਤਾਬਕ 10 ਅਗਸਤ 2026 ਨੂੰ ਮੰਗ ਨੋਟਿਸ ਜਾਰੀ ਹੋਇਆ ਸੀ। ਅਕਾਲੀ-ਭਾਜਪਾ ਸਰਕਾਰ ਨੇ 16 ਨਵੰਬਰ 2016 ਨੂੰ ਅਜਿਹਾ ਹੀ ਮਤਾ ਪਾਸ ਕੀਤਾ ਸੀ।
