Punjab Employees Rally in Sangrur; Leave Set for Oct 21-22

Thousands of Punjab government employees, pensioners and honorarium-based workers rallied near Chief Minister Bhagwant Mann's residence in Sangrur on Saturday, then blocked the Patiala-Bathinda national highway, and announced collective leave on October 21 and 22 to step up their protest.

What are the employees demanding?

The Punjab Employees and Pensioners Joint Front and Mulazam Manch Punjab want pending dearness allowance (DA) instalments and arrears released, the old pension scheme restored, and contractual and outsourced staff regularised. They also seek minimum wages for honorarium workers, including mid-day meal, ASHA and Anganwadi workers, and the restoration of 37 categories of allowances.

What did the unions accuse the government of?

Leaders said Mann had assured them in a meeting on September 18 that talks would resume in the first week of October, and alleged the government backed away from that commitment. They also accused the state's Chief Secretary of making false statements before the Punjab and Haryana High Court, a charge made from the stage.

Why does the 8% DA hike not settle it?

The government announced an 8% rise in dearness allowance last month. The unions say that does not resolve their wider grievances, and the arrears question remains open. Jugti earlier reported on the build-up to this rally.

What happens next?

The unions said the agitation will continue and warned of a sharper campaign against the Chief Minister if the issues stay unresolved. Employees plan collective leave on October 21 and 22. Punjab goes to the polls by early 2027, and leaders at the rally said the present government has only a few months left.

ਪੰਜਾਬ ਮੁਲਾਜ਼ਮ ਤੇ ਪੈਨਸ਼ਨਰਜ਼ ਸਾਂਝਾ ਫਰੰਟ ਅਤੇ ਸਾਂਝਾ ਮੁਲਾਜ਼ਮ ਮੰਚ ਪੰਜਾਬ ਬਕਾਇਆ ਮਹਿੰਗਾਈ ਭੱਤੇ (ਡੀਏ) ਦੀਆਂ ਕਿਸ਼ਤਾਂ ਤੇ ਏਰੀਅਰ ਜਾਰੀ ਕਰਨ, ਪੁਰਾਣੀ ਪੈਨਸ਼ਨ ਸਕੀਮ ਬਹਾਲ ਕਰਨ ਅਤੇ ਠੇਕੇ ਤੇ ਆਊਟਸੋਰਸ ਮੁਲਾਜ਼ਮ ਪੱਕੇ ਕਰਨ ਦੀ ਮੰਗ ਕਰ ਰਹੇ ਹਨ। ਮਿਡ-ਡੇਅ ਮੀਲ, ਆਸ਼ਾ ਤੇ ਆਂਗਣਵਾੜੀ ਵਰਕਰਾਂ ਸਮੇਤ ਮਾਣ-ਭੱਤਾ ਵਰਕਰਾਂ ਲਈ ਘੱਟੋ-ਘੱਟ ਉਜਰਤ ਅਤੇ 37 ਕਿਸਮ ਦੇ ਭੱਤਿਆਂ ਦੀ ਬਹਾਲੀ ਵੀ ਮੰਗੀ ਗਈ ਹੈ।

ਜਥੇਬੰਦੀਆਂ ਨੇ ਸਰਕਾਰ 'ਤੇ ਕੀ ਦੋਸ਼ ਲਾਏ?

ਆਗੂਆਂ ਨੇ ਕਿਹਾ ਕਿ ਮੁੱਖ ਮੰਤਰੀ ਮਾਨ ਨੇ 18 ਸਤੰਬਰ ਦੀ ਮੀਟਿੰਗ ਵਿੱਚ ਭਰੋਸਾ ਦਿੱਤਾ ਸੀ ਕਿ ਅਕਤੂਬਰ ਦੇ ਪਹਿਲੇ ਹਫ਼ਤੇ ਗੱਲਬਾਤ ਮੁੜ ਸ਼ੁਰੂ ਹੋਵੇਗੀ, ਪਰ ਸਰਕਾਰ ਇਸ ਤੋਂ ਪਿੱਛੇ ਹਟ ਗਈ। ਉਨ੍ਹਾਂ ਸੂਬੇ ਦੇ ਮੁੱਖ ਸਕੱਤਰ 'ਤੇ ਹਾਈ ਕੋਰਟ ਵਿੱਚ ਝੂਠੇ ਬਿਆਨ ਦੇਣ ਦਾ ਦੋਸ਼ ਵੀ ਲਾਇਆ, ਜੋ ਰੈਲੀ ਦੇ ਮੰਚ ਤੋਂ ਲਾਇਆ ਗਿਆ।

ਸਰਕਾਰ ਨੇ ਪਿਛਲੇ ਮਹੀਨੇ ਮਹਿੰਗਾਈ ਭੱਤੇ ਵਿੱਚ 8 ਫ਼ੀਸਦੀ ਵਾਧਾ ਐਲਾਨਿਆ ਸੀ। ਜਥੇਬੰਦੀਆਂ ਮੁਤਾਬਕ ਇਸ ਨਾਲ ਉਨ੍ਹਾਂ ਦੇ ਵੱਡੇ ਮਸਲੇ ਹੱਲ ਨਹੀਂ ਹੋਏ ਅਤੇ ਏਰੀਅਰ ਦਾ ਸਵਾਲ ਖੁੱਲ੍ਹਾ ਹੈ। ਜੁਗਤੀ ਨੇ ਮੁੱਖ ਮੰਤਰੀ ਦੇ ਹਲਕੇ ਧੂਰੀ ਵਿੱਚ ਹੋਣ ਵਾਲੀ ਇਸ ਰੈਲੀ ਦੀ ਤਿਆਰੀ ਬਾਰੇ ਪਹਿਲਾਂ ਵੀ ਦੱਸਿਆ ਸੀ।

ਜਥੇਬੰਦੀਆਂ ਨੇ ਕਿਹਾ ਕਿ ਸੰਘਰਸ਼ ਜਾਰੀ ਰਹੇਗਾ ਅਤੇ ਮੰਗਾਂ ਨਾ ਮੰਨੀਆਂ ਗਈਆਂ ਤਾਂ ਮੁੱਖ ਮੰਤਰੀ ਵਿਰੁੱਧ ਮੁਹਿੰਮ ਹੋਰ ਤਿੱਖੀ ਕੀਤੀ ਜਾਵੇਗੀ। ਮੁਲਾਜ਼ਮ 21 ਤੇ 22 ਅਕਤੂਬਰ ਨੂੰ ਸਮੂਹਿਕ ਛੁੱਟੀ ਲੈਣਗੇ। ਪੰਜਾਬ ਵਿੱਚ 2027 ਦੇ ਸ਼ੁਰੂ ਤੱਕ ਚੋਣਾਂ ਹੋਣੀਆਂ ਹਨ ਅਤੇ ਰੈਲੀ ਵਿੱਚ ਆਗੂਆਂ ਨੇ ਕਿਹਾ ਕਿ ਮੌਜੂਦਾ ਸਰਕਾਰ ਕੋਲ ਕੁਝ ਹੀ ਮਹੀਨੇ ਬਚੇ ਹਨ।
