Punjab will be counted earlier than most of India in Census 2027. The population enumeration phase in the state will run from December 1, 2026 to January 4, 2027, preceded by a 15-day online self-enumeration window from November 16 to 30, 2026, according to a notification issued by the Registrar General of India and Census Commissioner, Mritunjay Kumar Narayan. The schedule was reported by the Press Trust of India on October 30. Punjab's count has been advanced, along with Uttar Pradesh, Goa and the non-snow-bound areas of Uttarakhand, because all four states are due for Assembly elections early next year.

What are the Census 2027 dates for Punjab?

Households in Punjab can first fill in their own details online during the self-enumeration window from November 16 to 30, 2026. Enumerators will then visit homes across the state from December 1, 2026 to January 4, 2027. A revisional round from January 5 to 9, 2027 will catch births, deaths and any households missed in the main round. Punjab's figures will describe the state as it stood at midnight on January 5, 2027, which is its census reference date. Most of the rest of India will be counted later, from January 25 to February 28, 2027, with a reference date of March 1, 2027. The snow-bound areas of Ladakh, Jammu and Kashmir, Himachal Pradesh and Uttarakhand were counted in September 2026, while the schedule for Manipur has been deferred till further declaration.

Why is Punjab being counted early?

The Centre decided to advance the population enumeration in Punjab, Uttar Pradesh, Goa and the non-snow-bound areas of Uttarakhand because Assembly polls are due in these states in February and March 2027. The term of the Punjab Assembly ends on March 16, 2027. Counting these states in December and early January keeps the census fieldwork clear of the election period. Population enumeration is the second and final phase of the census; the first phase, house listing, recorded buildings, homes and amenities earlier in 2026.

What will the census ask?

The population enumeration questionnaire, notified on August 14, 2026, has 40 questions about every person in a household. They cover name, relationship to the head of the household, age and marital status; religion, Scheduled Caste or Scheduled Tribe status and caste; mother tongue and other languages known; literacy, education and digital literacy; work, occupation and travel to work; birthplace and migration history; and children born. Document numbers such as mobile number, Aadhaar and voter ID are asked only if available. Caste is being recorded in a census for the first time since 1931. Census 2027 is also India's first digital census, with data collected through digital tools and households given the option of filling in their own details online.

How is Punjab preparing for the count?

At a one-day conference of Principal Census Officers in Chandigarh, Chief Secretary KAP Sinha reviewed the state's preparedness for the population enumeration phase with members of the State Level Census Coordination Committee, Divisional Commissioners and all Principal Census Officers, who are the Deputy Commissioners of districts and the Municipal Commissioners of municipal corporations. Dr Navjot Khosa, Director of Census Operations, Punjab, briefed the officers on the schedule, the 40-question questionnaire, finalisation of enumeration blocks, training and deployment of staff, and the digital tools to be used. Sinha said the census is a vital foundation for governance, planning, policy and delivery of public services, and asked officers to personally monitor preparations, ensure complete coverage, and pay special attention to inaccessible, difficult and vulnerable areas so that no household is missed.

Why does this census matter for Punjab?

This is the first full population count since 2011, because the census due in 2021 never took place. Governments have therefore been planning for fifteen years on old numbers. The new count will update the population of every village, town and city in Punjab, figures that feed welfare programmes, public services and development planning across the state. The caste data, collected for the first time in more than ninety years, is also expected to shape policy debates in Punjab and across India for years to come.
