Dalip Singh Saund was an Indian-born American politician from Chhajulwadi village in Amritsar district who made history in 1956 as the first Sikh, the first Punjabi American, the first Indian American and the first Asian American elected to the United States Congress. A farmer and judge in California's Imperial Valley, he had first helped win the law change that allowed Indians to become American citizens at all. His three terms in the House of Representatives, from 1957 to 1963, opened a door that had been shut for a generation.

A student from Chhajulwadi

Dalip Singh Saund was born on 20 September 1899 in Chhajulwadi, a village near Amritsar in Punjab, then part of British India. His early schooling was in a one-room schoolhouse funded by his father and uncles, followed by boarding school in Amritsar. He took a bachelor's degree in mathematics at the University of the Punjab in 1919, where he supported Mahatma Gandhi and the Indian independence movement. In 1920 he sailed to the United States, expecting to study food preservation at the University of California, Berkeley and return to India. Instead he switched to mathematics, earning a master's degree in 1922 and a PhD in 1924, and stayed. British Indian officials were watching his anti-colonial speeches, and California became his home.

Farming in the Imperial Valley

In 1925 Saund settled in California's Imperial Valley, where other Punjabi immigrants farmed the desert soil. Because the Supreme Court's 1923 decision in the Bhagat Singh Thind case had stripped Indians of eligibility for citizenship, he could not buy land in his own name and farmed leased land under an American friend's name. He grew lettuce, sugar beets and Punjab flax, and married Marian Kosa in 1928. Farming gave him standing in the valley, but he never stopped working for the rights of Indians in America. In 1930 he published My Mother India, an answer to a hostile bestselling book about his homeland, and in 1942 he founded the Indian Association of America and became its first president, lobbying Congress for the right of Indians to naturalise.

Citizen at last, then a judge

The lobbying worked. The Luce-Celler Act of 1946 reopened naturalisation to Indians, and on 16 December 1949 Saund took the oath as an American citizen. Politics followed quickly. In 1950 he was elected Justice of the Peace in Westmoreland but was denied the seat because he had been a citizen for less than a year at the time of the election. He ran again in 1952 and won, serving on the bench and gaining a reputation as a strict judge who campaigned against gambling and vice. The Punjabi farmer who had not been allowed to own land was now dispensing justice in Imperial County, an almost unheard-of rise for an Indian immigrant of his generation.

How did Dalip Singh Saund reach the US Congress?

In November 1955 Saund announced he would run for the United States House of Representatives as a Democrat in California's 29th district, covering Imperial and Riverside counties. The seat was open, and his opponent was Jacqueline Cochran, a famous aviator and one of the best known women in America. Saund campaigned on his record as judge and farmer, in a district that usually voted Republican, and won. He took his seat on 3 January 1957, the first Asian American ever elected to Congress, and was appointed to the powerful House Foreign Affairs Committee, a rare honour for a first-term member. He won re-election in 1958 and 1960.

Three terms in Washington

In Congress, Saund spoke his mind on foreign policy and in the autumn of 1957 toured Asia reviewing American aid programmes, meeting Israel's David Ben-Gurion, Indonesia's Sukarno and India's Jawaharlal Nehru on his first return to his homeland in nearly forty years. At home he voted for the Civil Rights Acts of 1957 and 1960. His autobiography, Congressman from India, appeared in 1960. Then, on 1 May 1962, while campaigning for a fourth term, he suffered a severe stroke that left him unable to speak or walk unaided. Friends ran his campaign while he lay in hospital, but he lost the November election to Patrick M. Martin. Saund never recovered his health and died in Los Angeles on 22 April 1973.

Why his election still matters

Saund's victory came just four years after Indians became eligible for citizenship in meaningful numbers and in a country where Asian immigration had been barred within living memory. He proved that an immigrant from a Punjab village, wearing his record as a farmer and judge, could win the trust of American voters and hold national office with distinction. Every Indian American and Sikh American who has followed him into Congress, a line that runs to today's Punjabi-origin legislators such as Anita Anand in Canada and Nikki Haley in American public life, walks a road he helped to build.
