Ujjal Dosanjh is a Canadian lawyer and politician who was born in the village of Dosanjh Kalan in Jalandhar district and rose to become the 33rd Premier of British Columbia. In February 2000 he became the first Indo-Canadian to lead a province in Canada, and he later served in Ottawa as Canada's federal Minister of Health. His journey from a Punjab village to the top of Canadian politics is one of the landmark stories of the Punjabi diaspora.
A village boy from Dosanjh Kalan
Ujjal Dev Dosanjh was born on 9 September 1947 in Dosanjh Kalan, a village in Jalandhar district in the Doaba region of Punjab. In 1964, aged 17, he left India for the United Kingdom, where he worked in factories and attended night school to improve his English. He arrived in Canada on 12 May 1968 with very little money and settled in Vancouver, working in a sawmill while studying at Langara College. He went on to take an honours degree in political science at Simon Fraser University and a law degree at the University of British Columbia in 1976, and was called to the bar the following year. In 1979 he opened his own law practice in Vancouver, taking on cases for immigrant workers and farm labourers.
Speaking out, and paying the price
Through the 1980s Dosanjh spoke publicly against political violence and extremism linked to the Khalistan movement, at a time when few community leaders would. In February 1985 he was attacked outside his law office by a man wielding an iron bar and needed 80 stitches to his head and a broken hand set. He refused to be silenced, and later told interviewers that the attack strengthened his belief that violence had to be answered with law, not fear. That stand, taken at real personal cost, became the foundation of his public reputation in British Columbia.
Attorney General and then Premier
Dosanjh entered politics with the New Democratic Party and was elected to the British Columbia legislature for Vancouver-Kensington in 1991. He rose quickly through cabinet, serving as Minister of Government Services and Minister responsible for Multiculturalism and Human Rights, and in August 1995 he became the province's Attorney General, its chief law officer. When Premier Glen Clark resigned in 1999, Dosanjh won the party leadership, and on 24 February 2000 he was sworn in as the 33rd Premier of British Columbia: the first person of Indian origin to lead a government in Canada, and, as his memoir's publishers note, in the western world. His government was already unpopular after years of scandal, and the NDP was heavily defeated in the 2001 election, but the barrier he broke stayed broken.
How did a boy from Dosanjh Kalan come to lead British Columbia?
The answer lies in the path he chose at every step. He mastered English in night classes in England, worked in a sawmill while studying, and built a law practice serving the very immigrant communities he came from. He took a public stand against extremism when it was dangerous, which made voters across communities trust his courage. And he climbed provincial politics rung by rung: backbencher, minister, Attorney General, leader. Nothing was handed to him, and that is exactly why his appointment mattered to Punjabi families watching in Canada and in Punjab.
Ottawa: MP and federal Health Minister
In 2003 India honoured him with the Pravasi Bharatiya Samman, its award for distinguished members of the diaspora. The next year he crossed to federal politics, winning the seat of Vancouver South for the Liberal Party in the 2004 election, and Prime Minister Paul Martin appointed him federal Minister of Health on 20 July 2004. He held the health portfolio until February 2006 and stayed in Parliament until 2011, serving as his party's critic on defence, public safety and foreign affairs. In Ottawa he worked alongside a rising generation of Punjabi Canadian parliamentarians, a path later followed by figures such as Jagmeet Singh, Anita Anand and Harjit Sajjan.
The writer from two homelands
Dosanjh married Raminder, and they have three sons. In retirement from frontline politics he has become a writer of note. His memoir, published in Canada as Journey After Midnight in 2016, tells the story of rural Punjab, migration and his years in power, and his novel The Past is Never Dead (2023) deals with caste among Punjabi immigrants in Britain. Few politicians from Punjab's villages have reached the office he held, and fewer still have written about the journey with his honesty. For Dosanjh Kalan, a small village near Phillaur, his name remains a point of pride on two continents.
