Punjab Farm Fires Hit 1,612, Sirsa vs AAP

Punjab's farm fire count has risen sharply in the final weeks of the paddy harvest. Satellites counted 1,612 paddy residue fires in the state between 15 September and 2 November, and 565 of them came in just the last three days of that period, according to the daily bulletin of the Indian Agricultural Research Institute's CREAMS lab. The season total is still lower than at the same point in any year since 2021, but the jump has brought a fresh political row between Delhi's BJP government and Punjab's AAP government.

How fast did the fires rise?

The bulletin for 2 November counted 292 fires on Saturday, 31 October, 175 on Sunday, 1 November and 98 on Monday, 2 November. The Indian Express, reporting the same data, said Saturday's 292 was the highest single-day count of the season so far. About 35 percent of the season's fires were detected in those three days. Punjab has the largest share of the 3,535 residue fires counted across the states the lab monitors, ahead of Rajasthan with 738 and Madhya Pradesh with 614, while Haryana counted 44.

Tarn Taran district alone accounts for 489 of Punjab's fires, followed by Ferozepur with 193 and Amritsar with 192, according to official figures reported by the Hindustan Times, Deccan Herald and The Indian Express. Fires are now also rising in the Malwa belt as harvesting moves south, with Sangrur at 76, Bathinda at 68, Patiala at 54 and Faridkot at 49.

What action has been taken against farmers?

Deccan Herald, citing official data, reported 423 FIRs linked to stubble burning, including 258 in Tarn Taran, 49 in Ferozepur and 26 in Amritsar, filed under section 223 of the Bharatiya Nyaya Sanhita. Environmental compensation of Rs 29.15 lakh has been imposed in 573 cases, of which Rs 19 lakh had been recovered by 2 November, the Hindustan Times reported, citing the Commission for Air Quality Management. Burning was confirmed on the ground at 663 of the 1,380 fields inspected.

BJP and AAP trade charges

At a press conference in Delhi on Tuesday, 3 November, Delhi Environment Minister Manjinder Singh Sirsa of the BJP accused Punjab's AAP government of spending Rs 20 crore to Rs 25 crore on advertisements claiming there was no stubble burning in the state while registering FIRs against farmers. He alleged that Punjab police and officials were facilitating burning, shared pictures he said showed police setting a farm fire, and questioned the appointment of Reena Gupta as chairperson of the Punjab Pollution Control Board.

The AAP rejected the charge. Responding to the pictures, the party said the officials were extinguishing a stubble fire, and told Sirsa to stop manufacturing lies about Punjab's farmers and police. Sirsa also cited very high air quality readings from Punjab cities, including Bathinda and Barnala. Those AQI figures, attributed by him to news reports, could not be independently verified in the reports of his press conference. In Delhi, the air quality index reached 324, in the very poor band, on 2 November, and the CAQM moved Delhi-NCR to Stage II of the Graded Response Action Plan, with very poor air forecast until 5 November.

One caution runs through the numbers. The CAQM report put this year's paddy harvest at 77.38 percent complete by 2 November, against 85 percent at the same time last year, so a lower fire count so far does not settle what the final season total will be. Officials expect more fires as 15 November, the end of the best window for sowing wheat, gets closer.

How many farm fires has Punjab recorded this season?

Satellites counted 1,612 paddy residue fires between 15 September and 2 November 2026, according to the ICAR-IARI CREAMS bulletin. Tarn Taran has the most, with 489.

Is stubble burning lower than last year?

So far, yes. The count on 2 November 2025 was 2,262, so this year's 1,612 is about 29 percent lower. But less paddy has been harvested this year, 77 percent against 85 percent, so the final season total is not yet known.

What did Delhi Minister Sirsa allege, and what did AAP say?

2 ਨਵੰਬਰ ਦੇ ਬੁਲੇਟਿਨ ਵਿੱਚ ਸ਼ਨੀਵਾਰ, 31 ਅਕਤੂਬਰ ਨੂੰ 292 ਅੱਗਾਂ, ਐਤਵਾਰ, 1 ਨਵੰਬਰ ਨੂੰ 175 ਅਤੇ ਸੋਮਵਾਰ, 2 ਨਵੰਬਰ ਨੂੰ 98 ਅੱਗਾਂ ਗਿਣੀਆਂ ਗਈਆਂ। ਇੰਡੀਅਨ ਐਕਸਪ੍ਰੈਸ ਨੇ ਇਹੀ ਅੰਕੜੇ ਦਿੰਦੇ ਹੋਏ ਕਿਹਾ ਕਿ ਸ਼ਨੀਵਾਰ ਦੀਆਂ 292 ਅੱਗਾਂ ਇਸ ਸੀਜ਼ਨ ਦੀ ਹੁਣ ਤੱਕ ਦੀ ਸਭ ਤੋਂ ਵੱਡੀ ਇੱਕ ਦਿਨ ਦੀ ਗਿਣਤੀ ਸੀ। ਸੀਜ਼ਨ ਦੀਆਂ ਕਰੀਬ 35 ਫੀਸਦੀ ਅੱਗਾਂ ਉਨ੍ਹਾਂ ਤਿੰਨ ਦਿਨਾਂ ਵਿੱਚ ਹੀ ਸਾਹਮਣੇ ਆਈਆਂ। ਲੈਬ ਵੱਲੋਂ ਨਿਗਰਾਨੀ ਕੀਤੇ ਰਾਜਾਂ ਵਿੱਚ ਗਿਣੀਆਂ 3,535 ਪਰਾਲੀ ਅੱਗਾਂ ਵਿੱਚ ਪੰਜਾਬ ਦਾ ਹਿੱਸਾ ਸਭ ਤੋਂ ਵੱਡਾ ਹੈ। ਰਾਜਸਥਾਨ ਵਿੱਚ 738 ਅਤੇ ਮੱਧ ਪ੍ਰਦੇਸ਼ ਵਿੱਚ 614 ਅੱਗਾਂ ਆਈਆਂ, ਜਦਕਿ ਹਰਿਆਣਾ ਵਿੱਚ 44 ਗਿਣੀਆਂ ਗਈਆਂ।

ਸਿਰਫ਼ ਤਰਨ ਤਾਰਨ ਜ਼ਿਲ੍ਹੇ ਵਿੱਚ ਪੰਜਾਬ ਦੀਆਂ 489 ਅੱਗਾਂ ਹਨ। ਇਸ ਤੋਂ ਬਾਅਦ ਫਿਰੋਜ਼ਪੁਰ ਵਿੱਚ 193 ਅਤੇ ਅੰਮ੍ਰਿਤਸਰ ਵਿੱਚ 192 ਹਨ। ਇਹ ਸਰਕਾਰੀ ਅੰਕੜੇ ਹਿੰਦੁਸਤਾਨ ਟਾਈਮਜ਼, ਡੈਕਨ ਹੈਰਲਡ ਅਤੇ ਇੰਡੀਅਨ ਐਕਸਪ੍ਰੈਸ ਨੇ ਦਿੱਤੇ ਹਨ। ਵਾਢੀ ਦੱਖਣ ਵੱਲ ਵਧਣ ਨਾਲ ਹੁਣ ਮਾਲਵਾ ਖੇਤਰ ਵਿੱਚ ਵੀ ਅੱਗਾਂ ਵਧ ਰਹੀਆਂ ਹਨ। ਸੰਗਰੂਰ ਵਿੱਚ 76, ਬਠਿੰਡਾ ਵਿੱਚ 68, ਪਟਿਆਲਾ ਵਿੱਚ 54 ਅਤੇ ਫਰੀਦਕੋਟ ਵਿੱਚ 49 ਅੱਗਾਂ ਹਨ।

ਕਿਸਾਨਾਂ ਵਿਰੁੱਧ ਕੀ ਕਾਰਵਾਈ ਹੋਈ?

ਭਾਜਪਾ ਅਤੇ ਆਪ ਵਿਚਕਾਰ ਦੋਸ਼ਾਂ ਦਾ ਦੌਰ

ਮੰਗਲਵਾਰ, 3 ਨਵੰਬਰ ਨੂੰ ਦਿੱਲੀ ਵਿੱਚ ਇੱਕ ਪ੍ਰੈਸ ਕਾਨਫਰੰਸ ਵਿੱਚ ਦਿੱਲੀ ਦੇ ਵਾਤਾਵਰਨ ਮੰਤਰੀ ਅਤੇ ਭਾਜਪਾ ਆਗੂ ਮਨਜਿੰਦਰ ਸਿੰਘ ਸਿਰਸਾ ਨੇ ਪੰਜਾਬ ਦੀ ਆਪ ਸਰਕਾਰ ਉੱਤੇ ਦੋਸ਼ ਲਾਇਆ ਕਿ ਉਸ ਨੇ ਰਾਜ ਵਿੱਚ ਪਰਾਲੀ ਨਾ ਸੜਨ ਦੇ ਦਾਅਵੇ ਵਾਲੇ ਇਸ਼ਤਿਹਾਰਾਂ ਉੱਤੇ 20 ਕਰੋੜ ਤੋਂ 25 ਕਰੋੜ ਰੁਪਏ ਖਰਚੇ, ਜਦਕਿ ਕਿਸਾਨਾਂ ਵਿਰੁੱਧ ਐਫਆਈਆਰ ਦਰਜ ਕੀਤੀਆਂ। ਉਨ੍ਹਾਂ ਦੋਸ਼ ਲਾਇਆ ਕਿ ਪੰਜਾਬ ਪੁਲਿਸ ਅਤੇ ਅਧਿਕਾਰੀ ਸਾੜਨ ਵਿੱਚ ਮਦਦ ਕਰ ਰਹੇ ਹਨ, ਤਸਵੀਰਾਂ ਵਿਖਾਈਆਂ ਜਿਨ੍ਹਾਂ ਬਾਰੇ ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਪੁਲਿਸ ਖੇਤ ਵਿੱਚ ਅੱਗ ਲਾ ਰਹੀ ਹੈ, ਅਤੇ ਪੰਜਾਬ ਪ੍ਰਦੂਸ਼ਣ ਕੰਟਰੋਲ ਬੋਰਡ ਦੀ ਚੇਅਰਪਰਸਨ ਵਜੋਂ ਰੀਨਾ ਗੁਪਤਾ ਦੀ ਨਿਯੁਕਤੀ ਉੱਤੇ ਸਵਾਲ ਚੁੱਕੇ।
