US ambassador Sergio Gor said the visit is "a little more business-focused" and that Rubio will meet Reliance executives at Jamnagar, home to the world's largest single-site refinery. Reports differ on when he lands in India: The Hindu says October 19 to 22, while BusinessLine, citing officials, says October 18 in Mumbai.
Why is he skipping Delhi?
The Hindu reported that India's Ministry of External Affairs neither confirmed the trip nor explained why Delhi is not on the schedule. Gor said Rubio will meet officials in Mumbai and that "we expect that minister Dr S Jaishankar will be there, along with other individuals from Delhi". Congress leader Rahul Gandhi mocked the arrangement, saying Rubio had "summoned his employee" to Mumbai, according to Hindustan Times. Those are the opposition's words, not a finding.
What are the tensions behind the visit?
The Hindu said the trip comes as the US is expected to decide on extra tariffs on countries buying Russian oil under a US sanctions law (SRIA) passed last month, and the Jamnagar refinery is among the largest processors of Russian crude, though it has reduced its share. Economic Times reported that a recent US law allows tariffs of up to 100 per cent on Indian goods over Russian oil purchases, and that New Delhi is awaiting a US decision on a waiver. Finance Minister Nirmala Sitharaman has said trade talks "plateaued", while Jaishankar said they were nearing a "landing point", according to The Hindu.
Is there a Reliance link?
Yes. In March, President Donald Trump announced that Reliance Industries would invest in a refinery in Brownsville, Texas, which Gor described as the first new US refinery in 50 years. The Tribune, citing PTI, quoted Trump as putting the cost at USD 300 billion; the full details of the collaboration have not been released, The Hindu noted.
Who is Marco Rubio and when did he last visit?
