The Enforcement Directorate has asked Mohali police to register an FIR over the Punjab Cricket Association's purchase of land worth Rs 77.99 crore in Ajnala (Amritsar) and Bathinda, alleging the plots were bought at inflated prices, The Times of India and Babushahi reported on Tuesday, October 13, 2026.
The request is contained in a communication dated October 12 from the ED's Jalandhar zonal office to the Mohali SSP under Section 66(2) of the Prevention of Money Laundering Act. These are the agency's allegations; the PCA's response was not reported.
What does the ED allege?
The ED says the PCA bought 155 kanal and 15.5 marla at Bhalle Pind, Ajnala, for Rs 58.22 crore from two firms, AGM Heights Pvt Ltd and Future Homes, and 100 kanal and 10 marla in Bathinda for Rs 19.76 crore from Darshan Singh. The total, Rs 77,99,03,563, is about Rs 78 crore.
It says the land was bought by individuals or entities shortly before and sold to the PCA within months at multiple times the purchase price, and that offences including criminal conspiracy and cheating appear to have been committed.
How inflated were the prices, according to the ED?
For the Bathinda plot, the PCA paid about Rs 19.67 lakh per kanal against a government collector rate of Rs 5 lakh, roughly 3.93 times, the ED says. It calls this the highest rate for a single land transaction in the area in 2024-25, when the second-highest was Rs 7.5 lakh per kanal.
In Amritsar, one firm reportedly bought 61 kanal and 2 marla from local farmers for Rs 1.36 crore, about Rs 2.22 lakh per kanal, and on February 16, 2026 sold 32 kanal and 4 marla to the PCA for Rs 12.03 crore, around Rs 37.4 lakh per kanal, according to a report carried by JattVibe.
What did the ED flag about the money trail?
Babushahi reported that the communication points to transfers of Rs 3.58 crore and Rs 2.03 crore to separate recipients in one set of deals, and Rs 45 crore moved to business partners in equal shares of Rs 22.5 crore each. The ED also flagged substantial cash withdrawals and alleged misappropriation of the society's funds.
What provisions has the ED cited?
It has sought a case under appropriate provisions, including Sections 61(2) and 318(4) of the Bharatiya Nyaya Sanhita, which correspond to criminal conspiracy and cheating. Whether Mohali police have registered an FIR was not reported.
Why did the ED write to the police?
The Times of India reported that, while a membership dispute was before the High Court, the ED had separately approached the police seeking an FIR. The High Court disposed of that matter on Tuesday.
