The National Investigation Agency on Thursday arrested Harwinder Kumar alias Sonu at Delhi's Indira Gandhi International Airport, moments after he was deported from the United Arab Emirates, in connection with the 2024 targeted killing of Vishwa Hindu Parishad leader Vikas Prabhakar in Punjab. The NIA says Kumar provided logistical support and funds to the perpetrators of the Babbar Khalsa International-linked killing.
Deported to Delhi, arrested on landing
According to an official NIA statement, Kumar was taken into custody soon after landing at the airport and was produced before the Special NIA Court for further legal and custody proceedings. The agency had been seeking him as part of case RC-06/2024/NIA/DLI, registered on May 9, 2024, and has so far filed three chargesheets in the matter.
The Ministry of Home Affairs said a Red Corner Notice was issued against Kumar, who was based in the UAE, on April 17, 2026. Following a request from Indian agencies on June 19, 2026, the UAE authorities handed him over to India. The MHA said the deportation was expedited under its PRAHAAR initiative, aimed at speeding up the return of terror suspects to India.
The Nangal killing and the BKI plot
Prabhakar was shot dead by operatives of the proscribed terror organisation Babbar Khalsa International at a grocery shop at Roopnagar in Nangal, Rupnagar district, on April 13, 2024 — an attack the NIA says was meant to create communal unrest and was carried out at the behest of the group's Pakistan-based chief, Wadhawa Singh alias Babbar.
The investigation found that the conspiracy was hatched by Germany-based BKI operatives Harjit Singh alias Laddi and Kulbeer Singh alias Sidhu. Kumar, named accused number 7 in the chargesheet, is described by the agency as a logistics provider and financer for BKI operatives based abroad. The NIA further alleges that he acted as a recruiter and handler, arranged weapons, facilitated their delivery to the shooters, and received and transferred terror funds on the directions of the Germany-based handlers.
Three chargesheets and a second UAE arrest
Kumar's arrest follows the interception of another UAE-based accused, Manveer Ram, at Amritsar airport on August 13, 2026. The NIA says Ram supplied the weapons used in the crime. In the chargesheet filed in October 2024, the agency had named Pakistan-based BKI chief Wadhawa Singh and five other alleged terrorists, while three arrested accused — identified as shooters Mandeep Kumar alias Mangli and Surinder Kumar alias Rika, both residents of Nawanshahr, and Gurpreet Ram alias Gora — were chargesheeted under the Unlawful Activities (Prevention) Act, the erstwhile Indian Penal Code and the Arms Act.
The killing of Prabhakar was among a series of targeted attacks in Punjab that investigators linked to overseas BKI networks. With Kumar now in NIA custody, the agency is expected to press for sustained interrogation to map the full chain of handlers, financiers and arms suppliers behind the murder.
ਰਾਸ਼ਟਰੀ ਜਾਂਚ ਏਜੰਸੀ (ਐਨ.ਆਈ.ਏ.) ਨੇ ਵੀਰਵਾਰ ਨੂੰ ਹਰਵਿੰਦਰ ਕੁਮਾਰ ਉਰਫ਼ ਸੋਨੂੰ ਨੂੰ ਦਿੱਲੀ ਦੇ ਇੰਦਰਾ ਗਾਂਧੀ ਅੰਤਰਰਾਸ਼ਟਰੀ ਹਵਾਈ ਅੱਡੇ ਤੋਂ ਗ੍ਰਿਫ਼ਤਾਰ ਕਰ ਲਿਆ। ਉਸ ਨੂੰ ਸੰਯੁਕਤ ਅਰਬ ਅਮੀਰਾਤ ਤੋਂ ਡਿਪੋਰਟ ਕੀਤੇ ਜਾਣ ਤੋਂ ਤੁਰੰਤ ਬਾਅਦ ਕਾਬੂ ਕੀਤਾ ਗਿਆ। ਐਨ.ਆਈ.ਏ. ਦਾ ਕਹਿਣਾ ਹੈ ਕਿ ਕੁਮਾਰ ਨੇ 2024 ਵਿੱਚ ਪੰਜਾਬ ਦੇ ਨੰਗਲ ਵਿਖੇ ਵਿਸ਼ਵ ਹਿੰਦੂ ਪਰਿਸ਼ਦ ਦੇ ਨੇਤਾ ਵਿਕਾਸ ਪ੍ਰਭਾਕਰ ਦੀ ਸੁਨਿਯੋਜਿਤ ਹੱਤਿਆ ਦੇ ਮੁਲਜ਼ਮਾਂ ਨੂੰ ਲੌਜਿਸਟਿਕ ਸਹਾਇਤਾ ਅਤੇ ਵਿੱਤੀ ਮਦਦ ਦਿੱਤੀ ਸੀ। ਇਹ ਹੱਤਿਆ ਅੱਤਵਾਦੀ ਜਥੇਬੰਦੀ ਬੱਬਰ ਖਾਲਸਾ ਇੰਟਰਨੈਸ਼ਨਲ ਨਾਲ ਜੁੜੀ ਸਾਜ਼ਿਸ਼ ਸੀ।
ਡਿਪੋਰਟ ਹੋ ਕੇ ਦਿੱਲੀ ਪੁੱਜਦੇ ਹੀ ਗ੍ਰਿਫ਼ਤਾਰੀ
ਐਨ.ਆਈ.ਏ. ਦੇ ਅਧਿਕਾਰਤ ਬਿਆਨ ਅਨੁਸਾਰ ਕੁਮਾਰ ਨੂੰ ਹਵਾਈ ਅੱਡੇ 'ਤੇ ਉਤਰਦੇ ਹੀ ਹਿਰਾਸਤ ਵਿੱਚ ਲੈ ਲਿਆ ਗਿਆ ਅਤੇ ਬਾਅਦ ਵਿੱਚ ਉਸ ਨੂੰ ਵਿਸ਼ੇਸ਼ ਐਨ.ਆਈ.ਏ. ਅਦਾਲਤ ਵਿੱਚ ਪੇਸ਼ ਕੀਤਾ ਗਿਆ, ਤਾਂ ਜੋ ਅਗਲੀ ਕਾਨੂੰਨੀ ਕਾਰਵਾਈ ਅਤੇ ਰਿਮਾਂਡ ਲਈ ਅਰਜ਼ੀ ਦਿੱਤੀ ਜਾ ਸਕੇ। ਏਜੰਸੀ ਨੇ ਕੇਸ ਨੰਬਰ ਆਰ.ਸੀ.-06/2024/ਐਨ.ਆਈ.ਏ./ਡੀ.ਐਲ.ਆਈ. ਵਿੱਚ ਉਸ ਦੀ ਤਲਾਸ਼ ਕਰ ਰੱਖੀ ਸੀ, ਜੋ 9 ਮਈ 2024 ਨੂੰ ਦਰਜ ਕੀਤਾ ਗਿਆ ਸੀ। ਇਸ ਮਾਮਲੇ ਵਿੱਚ ਹੁਣ ਤੱਕ ਤਿੰਨ ਚਾਰਜਸ਼ੀਟਾਂ ਦਾਇਰ ਹੋ ਚੁੱਕੀਆਂ ਹਨ।
ਗ੍ਰਹਿ ਮੰਤਰਾਲੇ ਦਾ ਕਹਿਣਾ ਹੈ ਕਿ ਯੂ.ਏ.ਈ. ਵਿੱਚ ਰਹਿ ਰਹੇ ਕੁਮਾਰ ਖ਼ਿਲਾਫ਼ 17 ਅਪ੍ਰੈਲ 2026 ਨੂੰ ਰੈੱਡ ਕਾਰਨਰ ਨੋਟਿਸ ਜਾਰੀ ਕੀਤਾ ਗਿਆ ਸੀ। ਭਾਰਤੀ ਏਜੰਸੀਆਂ ਦੀ 19 ਜੂਨ 2026 ਦੀ ਬੇਨਤੀ ਤੋਂ ਬਾਅਦ ਯੂ.ਏ.ਈ. ਅਧਿਕਾਰੀਆਂ ਨੇ ਉਸ ਨੂੰ ਭਾਰਤ ਨੂੰ ਸੌਂਪ ਦਿੱਤਾ। ਮੰਤਰਾਲੇ ਅਨੁਸਾਰ ਇਹ ਡਿਪੋਰਟੇਸ਼ਨ ਉਸ ਦੀ 'ਪ੍ਰਹਾਰ' ਪਹਿਲ ਤਹਿਤ ਤੇਜ਼ ਕੀਤੀ ਗਈ, ਜਿਸ ਦਾ ਉਦੇਸ਼ ਅੱਤਵਾਦ ਦੇ ਮੁਲਜ਼ਮਾਂ ਨੂੰ ਭਾਰਤ ਵਾਪਸ ਲਿਆਉਣ ਦੀ ਪ੍ਰਕਿਰਿਆ ਨੂੰ ਤੇਜ਼ ਕਰਨਾ ਹੈ।
ਨੰਗਲ ਹੱਤਿਆ ਅਤੇ ਬੀ.ਕੇ.ਆਈ. ਦੀ ਸਾਜ਼ਿਸ਼
ਵਿਕਾਸ ਪ੍ਰਭਾਕਰ ਨੂੰ 13 ਅਪ੍ਰੈਲ 2024 ਨੂੰ ਨੰਗਲ (ਰੂਪਨਗਰ ਜ਼ਿਲ੍ਹਾ) ਦੇ ਰੂਪਨਗਰ ਇਲਾਕੇ ਵਿੱਚ ਉਸ ਦੀ ਕਰਿਆਨੇ ਦੀ ਦੁਕਾਨ 'ਤੇ ਬੱਬਰ ਖਾਲਸਾ ਇੰਟਰਨੈਸ਼ਨਲ ਦੇ ਗੁੰਡਿਆਂ ਨੇ ਗੋਲੀਆਂ ਮਾਰ ਕੇ ਕਤਲ ਕਰ ਦਿੱਤਾ ਸੀ। ਐਨ.ਆਈ.ਏ. ਦਾ ਕਹਿਣਾ ਹੈ ਕਿ ਇਹ ਹਮਲਾ ਫਿਰਕੂ ਤਣਾਅ ਪੈਦਾ ਕਰਨ ਦੇ ਇਰਾਦੇ ਨਾਲ ਅਤੇ ਪਾਕਿਸਤਾਨ ਸਥਿਤ ਜਥੇਬੰਦੀ ਦੇ ਮੁਖੀ ਵਧਾਵਾ ਸਿੰਘ ਉਰਫ਼ ਬੱਬਰ ਦੇ ਇਸ਼ਾਰੇ 'ਤੇ ਕੀਤਾ ਗਿਆ ਸੀ।
ਜਾਂਚ ਵਿੱਚ ਸਾਹਮਣੇ ਆਇਆ ਹੈ ਕਿ ਇਹ ਸਾਜ਼ਿਸ਼ ਜਰਮਨੀ ਵਿੱਚ ਬੈਠੇ ਬੀ.ਕੇ.ਆਈ. ਦੇ ਗੁੰਡਿਆਂ ਹਰਜੀਤ ਸਿੰਘ ਉਰਫ਼ ਲੱਡੀ ਅਤੇ ਕੁਲਬੀਰ ਸਿੰਘ ਉਰਫ਼ ਸਿੱਧੂ ਨੇ ਰਚੀ ਸੀ। ਚਾਰਜਸ਼ੀਟ ਵਿੱਚ ਮੁਲਜ਼ਮ ਨੰਬਰ 7 ਵਜੋਂ ਦਰਜ ਕੁਮਾਰ ਨੂੰ ਏਜੰਸੀ ਨੇ ਵਿਦੇਸ਼ਾਂ ਵਿੱਚ ਬੈਠੇ ਬੀ.ਕੇ.ਆਈ. ਦੇ ਗੁੰਡਿਆਂ ਲਈ ਲੌਜਿਸਟਿਕ ਪ੍ਰਬੰਧਕ ਅਤੇ ਵਿੱਤੀ ਸਰੋਤ ਦੱਸਿਆ ਹੈ। ਐਨ.ਆਈ.ਏ. ਦਾ ਇਹ ਵੀ ਦੋਸ਼ ਹੈ ਕਿ ਉਸ ਨੇ ਭਰਤੀ ਕਰਨ ਵਾਲੇ ਅਤੇ ਹੈਂਡਲਰ ਵਜੋਂ ਕੰਮ ਕੀਤਾ, ਹਥਿਆਰਾਂ ਦਾ ਪ੍ਰਬੰਧ ਕੀਤਾ, ਗੋਲੀਬਾਰਾਂ ਤੱਕ ਉਨ੍ਹਾਂ ਦੀ ਸਪੁਰਦਗੀ ਵਿੱਚ ਮਦਦ ਕੀਤੀ ਅਤੇ ਜਰਮਨੀ ਸਥਿਤ ਹੈਂਡਲਰਾਂ ਦੇ ਹੁਕਮਾਂ 'ਤੇ ਅੱਤਵਾਦੀ ਫੰਡ ਪ੍ਰਾਪਤ ਕਰਕੇ ਟਰਾਂਸਫਰ ਕੀਤੇ।
ਤਿੰਨ ਚਾਰਜਸ਼ੀਟਾਂ ਅਤੇ ਯੂ.ਏ.ਈ. ਤੋਂ ਦੂਜੀ ਗ੍ਰਿਫ਼ਤਾਰੀ
ਕੁਮਾਰ ਦੀ ਗ੍ਰਿਫ਼ਤਾਰੀ ਤੋਂ ਪਹਿਲਾਂ 13 ਅਗਸਤ 2026 ਨੂੰ ਅੰਮ੍ਰਿਤਸਰ ਹਵਾਈ ਅੱਡੇ 'ਤੇ ਯੂ.ਏ.ਈ. ਸਥਿਤ ਇੱਕ ਹੋਰ ਮੁਲਜ਼ਮ ਮਨਵੀਰ ਰਾਮ ਨੂੰ ਫੜਿਆ ਗਿਆ ਸੀ। ਐਨ.ਆਈ.ਏ. ਦਾ ਕਹਿਣਾ ਹੈ ਕਿ ਰਾਮ ਨੇ ਇਸ ਅਪਰਾਧ ਵਿੱਚ ਵਰਤੇ ਗਏ ਹਥਿਆਰ ਸਪਲਾਈ ਕੀਤੇ ਸਨ। ਅਕਤੂਬਰ 2024 ਵਿੱਚ ਦਾਇਰ ਚਾਰਜਸ਼ੀਟ ਵਿੱਚ ਏਜੰਸੀ ਨੇ ਪਾਕਿਸਤਾਨ ਸਥਿਤ ਬੀ.ਕੇ.ਆਈ. ਮੁਖੀ ਵਧਾਵਾ ਸਿੰਘ ਅਤੇ ਪੰਜ ਹੋਰ ਕਥਿਤ ਅੱਤਵਾਦੀਆਂ ਦੇ ਨਾਮ ਦਰਜ ਕੀਤੇ ਸਨ। ਗ੍ਰਿਫ਼ਤਾਰ ਤਿੰਨ ਮੁਲਜ਼ਮਾਂ — ਗੋਲੀਬਾਰ ਮਨਦੀਪ ਕੁਮਾਰ ਉਰਫ਼ ਮੰਗਲੀ ਅਤੇ ਸੁਰਿੰਦਰ ਕੁਮਾਰ ਉਰਫ਼ ਰੀਕਾ (ਦੋਵੇਂ ਨਵਾਂਸ਼ਹਿਰ ਦੇ ਵਸਨੀਕ) ਅਤੇ ਗੁਰਪ੍ਰੀਤ ਰਾਮ ਉਰਫ਼ ਗੋਰਾ — 'ਤੇ ਗੈਰ-ਕਾਨੂੰਨੀ ਗਤੀਵਿਧੀਆਂ (ਰੋਕੂ) ਕਾਨੂੰਨ, ਤਤਕਾਲੀ ਭਾਰਤੀ ਦੰਡ ਸੰਹਿਤਾ ਅਤੇ ਹਥਿਆਰ ਕਾਨੂੰਨ ਤਹਿਤ ਚਾਰਜਸ਼ੀਟ ਦਾਇਰ ਕੀਤੀ ਗਈ ਸੀ।
ਪ੍ਰਭਾਕਰ ਦੀ ਹੱਤਿਆ ਪੰਜਾਬ ਵਿੱਚ ਉਨ੍ਹਾਂ ਸੁਨਿਯੋਜਿਤ ਹਮਲਿਆਂ ਵਿੱਚੋਂ ਇੱਕ ਸੀ, ਜਿਨ੍ਹਾਂ ਦਾ ਸੰਬੰਧ ਜਾਂਚ ਏਜੰਸੀਆਂ ਨੇ ਵਿਦੇਸ਼ਾਂ ਵਿੱਚ ਬੈਠੇ ਬੀ.ਕੇ.ਆਈ. ਨੈੱਟਵਰਕਾਂ ਨਾਲ ਜੋੜਿਆ ਹੈ। ਕੁਮਾਰ ਦੇ ਹੁਣ ਐਨ.ਆਈ.ਏ. ਦੀ ਹਿਰਾਸਤ ਵਿੱਚ ਆਉਣ ਨਾਲ ਏਜੰਸੀ ਹੈਂਡਲਰਾਂ, ਵਿੱਤੀ ਸਰੋਤਾਂ ਅਤੇ ਹਥਿਆਰ ਸਪਲਾਇਰਾਂ ਦੀ ਪੂਰੀ ਕੜੀ ਨੂੰ ਖੋਲ੍ਹਣ ਲਈ ਉਸ ਦੀ ਲਗਾਤਾਰ ਪੁੱਛ-ਪੜਤਾਲ ਕਰੇਗੀ।
