Punjab Cabinet Approves 35 Special NDPS Courts

The Punjab Cabinet on Saturday approved 35 exclusive special courts for cases under the Narcotic Drugs and Psychotropic Substances (NDPS) Act, to speed up drug trials and cut a backlog of more than 52,000 cases, The Tribune and The Indian Express report. The meeting was chaired by Chief Minister Bhagwant Mann.

Why does Punjab need 35 new NDPS courts?

According to an official statement of the Chief Minister's Office, cited by PTI, Punjab registers about 20,000 NDPS cases and around 27,000 arrests a year. Roughly 12,000 cases go to sessions courts, but only about 5,700 are disposed of annually. That left 52,577 cases pending on August 31, 2026, an average disposal time of about eight years.

What did the Cabinet approve for the courts?

The Registrar General of the Punjab and Haryana High Court assessed that more exclusive courts are needed to clear the backlog over five to seven years, and the Cabinet cleared 35 in the first phase. It also sanctioned 385 posts: 35 Additional District and Sessions Judges, 315 supporting staff and 35 Assistant District Attorneys. About Rs 75 crore, including infrastructure, has been set aside. India Today reports that existing designated courts will keep working until the new ones are fully operational.

What else did the Cabinet decide?

The Tribune reports that the Cabinet restored a district-level cadre for Patwaris and Kanungos through amendments to the Punjab Revenue Patwaris (Group C) and Kanungos (Group C) Service Rules, 2026. It also approved departmental service rules for a separate BBMB cadre of 2,452 posts, which clears the way for direct recruitment. Finance Minister Harpal Singh Cheema briefed the media.

Does this change how drug cases are tried?

Only the forum changes: cases move to dedicated courts so judges handle only NDPS trials, which is meant to shorten delays. The law and the charges stay the same.

How long will the backlog take to clear?

The High Court's assessment, as cited in the government statement, puts it at five to seven years once more exclusive courts are in place.
