Punjab Forms 3-Member SIT in Anandpur Sahib Sarai Case

Punjab has formed a three-member Special Investigation Team (SIT), headed by Faridkot SSP Gurbans Singh Bains, to probe the rape case registered against former SGPC member Amarjit Singh Chawla at Anandpur Sahib. Chawla denies the allegations. AAP's Baltej Pannu announced the team at a press conference on Thursday, October 8.

Who is on the SIT?

Yes Punjab reported, citing Pannu, that the other two members are SSP Vigilance, Mohali, Simranjit Singh Lang and Mullanpur Dakha DSP Karan Singh Sandhu. Pannu said the probe will examine how the woman, who is from Bahrain, arrived, who facilitated her stay at the SGPC sarai (pilgrim lodging) at Anandpur Sahib, and how she remained there for several months. Chief Minister Bhagwant Mann had told a Dharam Yudh Morcha delegation on Tuesday that an SIT would be constituted immediately, according to The Times of India.

What is the case?

An FIR (No. 149) was registered at Anandpur Sahib police station on August 21, 2026, on a woman's complaint, following court directions, Yes Punjab reported. The woman alleges she was raped on several occasions at pilgrim lodgings linked to Sikh shrines, including in Amritsar and Anandpur Sahib. Chawla, a former SGPC member and former senior Shiromani Akali Dal leader, denied the allegations in a video message, called himself innocent, and resigned from both the SGPC and the party. The Akal Takht has since expelled him from the Panth. His whereabouts have not been independently confirmed.

What is the SGPC saying?

SGPC president Harjinder Singh Dhami said a four-member internal committee found the woman had stayed at the Anandpur Sahib sarai on seven occasions after paying the prescribed fee, and rejected claims of free accommodation, according to The Times of India and The Tribune. Dhami also said the panel found entries in the sarai register had allegedly been inserted later by the sarai in-charge. He has demanded a CBI probe.

What is the AAP asking?

Pannu said the register reportedly described the room as "Recommended by Amarjit Singh Chawla" and "Free", while the SGPC said it was booked for Rs 1,000. He also questioned a Rs 1 lakh treatment aid given to the woman and the suspension of a driver, and asked why the SGPC wants a CBI probe. He said the questions were meant to seek transparency, not to defame the SGPC.

What has Chawla said?

In a video message, Chawla denied the allegations, said he was innocent and expressed confidence that time would prove it. He resigned from the SGPC and the Shiromani Akali Dal.

No. The case is under investigation and the allegations have not been proved in court.

ਯੈੱਸ ਪੰਜਾਬ ਮੁਤਾਬਕ ਅਦਾਲਤੀ ਨਿਰਦੇਸ਼ਾਂ ਮਗਰੋਂ ਇੱਕ ਔਰਤ ਦੀ ਸ਼ਿਕਾਇਤ ’ਤੇ 21 ਅਗਸਤ 2026 ਨੂੰ ਸ੍ਰੀ ਆਨੰਦਪੁਰ ਸਾਹਿਬ ਥਾਣੇ ਵਿੱਚ ਐੱਫ਼ਆਈਆਰ ਨੰਬਰ 149 ਦਰਜ ਹੋਈ। ਔਰਤ ਦਾ ਦੋਸ਼ ਹੈ ਕਿ ਅੰਮ੍ਰਿਤਸਰ ਅਤੇ ਆਨੰਦਪੁਰ ਸਾਹਿਬ ਸਮੇਤ ਸਿੱਖ ਧਾਰਮਿਕ ਅਸਥਾਨਾਂ ਨਾਲ ਜੁੜੀਆਂ ਸਰਾਵਾਂ ਵਿੱਚ ਉਸ ਨਾਲ ਕਈ ਵਾਰ ਜਬਰ-ਜਨਾਹ ਹੋਇਆ। ਸਾਬਕਾ ਐੱਸਜੀਪੀਸੀ ਮੈਂਬਰ ਅਤੇ ਸਾਬਕਾ ਸੀਨੀਅਰ ਅਕਾਲੀ ਆਗੂ ਚਾਵਲਾ ਨੇ ਵੀਡੀਓ ਸੁਨੇਹੇ ਵਿੱਚ ਦੋਸ਼ਾਂ ਤੋਂ ਇਨਕਾਰ ਕੀਤਾ, ਆਪਣੇ ਆਪ ਨੂੰ ਬੇਕਸੂਰ ਦੱਸਿਆ ਅਤੇ ਐੱਸਜੀਪੀਸੀ ਤੇ ਪਾਰਟੀ ਦੋਵਾਂ ਤੋਂ ਅਸਤੀਫ਼ਾ ਦੇ ਦਿੱਤਾ। ਅਕਾਲ ਤਖ਼ਤ ਨੇ ਉਨ੍ਹਾਂ ਨੂੰ ਪੰਥ ਵਿੱਚੋਂ ਛੇਕ ਦਿੱਤਾ ਹੈ। ਉਨ੍ਹਾਂ ਦਾ ਮੌਜੂਦਾ ਠਿਕਾਣਾ ਸੁਤੰਤਰ ਤੌਰ ’ਤੇ ਪੁਸ਼ਟ ਨਹੀਂ ਹੋਇਆ।

ਐੱਸਜੀਪੀਸੀ ਪ੍ਰਧਾਨ ਹਰਜਿੰਦਰ ਸਿੰਘ ਧਾਮੀ ਨੇ ਕਿਹਾ ਕਿ ਚਾਰ ਮੈਂਬਰੀ ਅੰਦਰੂਨੀ ਕਮੇਟੀ ਨੂੰ ਪਤਾ ਲੱਗਾ ਕਿ ਔਰਤ ਸਰਾਂ ਵਿੱਚ ਨਿਰਧਾਰਤ ਭੇਟਾ ਦੇ ਕੇ ਸੱਤ ਵਾਰ ਠਹਿਰੀ ਅਤੇ ਮੁਫ਼ਤ ਰਿਹਾਇਸ਼ ਦੇ ਦਾਅਵੇ ਗ਼ਲਤ ਹਨ; ਇਹ ਗੱਲ ਦ ਟਾਈਮਜ਼ ਆਫ਼ ਇੰਡੀਆ ਅਤੇ ਦ ਟ੍ਰਿਬਿਊਨ ਨੇ ਦੱਸੀ। ਧਾਮੀ ਮੁਤਾਬਕ ਕਮੇਟੀ ਨੂੰ ਇਹ ਵੀ ਪਤਾ ਲੱਗਾ ਕਿ ਸਰਾਂ ਦੇ ਇੰਚਾਰਜ ਵੱਲੋਂ ਰਜਿਸਟਰ ਵਿੱਚ ਕੁਝ ਇੰਦਰਾਜ ਬਾਅਦ ਵਿੱਚ ਪਾਏ ਗਏ ਦੱਸੇ ਜਾਂਦੇ ਹਨ। ਉਨ੍ਹਾਂ ਸੀਬੀਆਈ ਜਾਂਚ ਦੀ ਮੰਗ ਕੀਤੀ ਹੈ।

ਆਪ ਕੀ ਸਵਾਲ ਪੁੱਛ ਰਹੀ ਹੈ?

ਪੰਨੂ ਨੇ ਕਿਹਾ ਕਿ ਰਜਿਸਟਰ ਵਿੱਚ ਕਮਰੇ ਬਾਰੇ ਕਥਿਤ ਤੌਰ ’ਤੇ “ਅਮਰਜੀਤ ਸਿੰਘ ਚਾਵਲਾ ਦੀ ਸਿਫ਼ਾਰਸ਼” ਅਤੇ “ਮੁਫ਼ਤ” ਲਿਖਿਆ ਹੈ, ਜਦਕਿ ਐੱਸਜੀਪੀਸੀ ਕਹਿੰਦੀ ਹੈ ਕਿ ਇਹ 1,000 ਰੁਪਏ ਵਿੱਚ ਬੁੱਕ ਸੀ। ਉਨ੍ਹਾਂ ਔਰਤ ਨੂੰ ਇਲਾਜ ਲਈ ਦਿੱਤੀ 1 ਲੱਖ ਰੁਪਏ ਦੀ ਮਦਦ ਅਤੇ ਇੱਕ ਡਰਾਈਵਰ ਦੀ ਮੁਅੱਤਲੀ ’ਤੇ ਵੀ ਸਵਾਲ ਚੁੱਕੇ ਅਤੇ ਪੁੱਛਿਆ ਕਿ ਐੱਸਜੀਪੀਸੀ ਸੀਬੀਆਈ ਜਾਂਚ ਕਿਉਂ ਮੰਗ ਰਹੀ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਇਹ ਸਵਾਲ ਪਾਰਦਰਸ਼ਤਾ ਲਈ ਹਨ, ਐੱਸਜੀਪੀਸੀ ਨੂੰ ਬਦਨਾਮ ਕਰਨ ਲਈ ਨਹੀਂ।
