Punjab recorded 584 farm fires on Tuesday, 3 November, the highest single-day count of this paddy season, taking the total number of stubble-burning incidents detected since 15 September to 2,196. The figures come from satellite monitoring cited in news reports and from a Punjab Pollution Control Board (PPCB) report dated 3 November. The one-day spike is nearly double the previous season high of 292 fires on 31 October, and it came as Delhi's air quality index reached 350, in the very poor category.
How fast did the count rise?
The daily sequence shows how sharply burning picked up at the end of the paddy harvest. Punjab recorded 292 fires on Saturday, 31 October, then 175 on Sunday, 1 November and 98 on Monday, 2 November, before the jump to 584 on Tuesday, 3 November. Added together, the four days account for 1,149 fires, more than half the season total so far. Despite the spike, the cumulative count of 2,196 remains below the 2,518 incidents recorded in the same period last year, according to the satellite-based figures cited by Punjab Khabarnama.
Which districts recorded the most fires?
Ferozepur recorded the most fires on 3 November with 112, followed by Bathinda with 80, Sangrur with 78 and Tarn Taran with 56. Over the whole season, the PPCB report puts Tarn Taran first with 545 incidents, followed by Ferozepur with 305, Amritsar with 198, Sangrur with 154 and Bathinda with 148. Gurdaspur has recorded 108 fires this season. The district pattern shows the problem spread across both the border belt and the Malwa region, rather than confined to one area.
What action has been taken against burning?
According to the PPCB report, monitoring teams surveyed 1,487 fields and confirmed stubble burning at 701 of them, with traces of burning found at 81 more. Police have registered 494 FIRs and 527 red entries have been made in farm land records. Penal action has been initiated in 636 cases, with environmental compensation of Rs 32.05 lakh imposed and Rs 20.60 lakh of that amount recovered so far. Prosecution proceedings have begun in 16 cases, and 609 warning notices have been issued over lapses in oversight, the report said.
What has the air quality panel ordered?
The Commission for Air Quality Management (CAQM) has issued formal show-cause notices to the Deputy Commissioners and Senior Superintendents of Police of Gurdaspur and Kapurthala, asking them to explain the rise in burning and the enforcement measures taken. Kapurthala recorded 99 fires between 15 September and 2 November, up from 96 in the same period in 2025, and the commission noted that no action had been initiated against officials under Section 14 of the CAQM Act. The officials have until 6 November to respond.
Delhi's air remained very poor on Tuesday, with the AQI at 350, reported as the capital's worst reading in 287 days. Stage II of the Graded Response Action Plan has been in force across Delhi-NCR since 2 November, and the air is forecast to stay very poor from 4 to 6 November. The Decision Support System estimated that crop-residue burning contributed about 8.6 percent of Delhi's PM2.5 pollution on 2 November, alongside larger local sources such as vehicles, dust and construction.
The spike has also renewed the political row between the BJP and the AAP. Delhi Environment Minister Manjinder Singh Sirsa has accused the Punjab government of failing to control burning, an allegation the AAP rejects, arguing that Delhi's pollution has several local and regional causes and that Punjab's season count remains below last year's.
