Canada is fast-tracking permanent residence for up to 33,000 temporary workers living in smaller communities, and Punjabi truckers, farm workers and caregivers in Ontario and the Prairies are among those who may qualify. The In-Canada Workers Initiative does not open a new application window, though: it speeds up applications that are already in the system.

What is the In-Canada Workers Initiative?

Immigration, Refugees and Citizenship Canada (IRCC) plans to move up to 33,000 temporary workers to permanent residence over 2026 and 2027, with at least 20,000 admissions targeted for 2026. The Indian Express reported that these places come on top of Canada's regular annual permanent-resident target. Moving2Canada says there is no portal, no new fee and no way to apply to the initiative directly.

Who can benefit?

Workers must already have a permanent-residence application in a qualifying programme: the Provincial Nominee Program, the Atlantic Immigration Program, the community immigration pilots, the caregiver pilots or the Agri-Food Pilot. They must also have lived for at least two years in a smaller community outside Canada's 41 largest urban centres, and work in shortage sectors such as agriculture, transport, healthcare, caregiving and skilled trades.

Why does it matter to Punjabis?

The Indian Express noted that those criteria fit many Punjabi workers in trucking, farming and food processing in smaller Ontario and Prairie towns. At the same time, the paper cited reports that permanent-resident admissions for Indian citizens fell nearly 25 per cent in the early months of 2026, and study permits and other temporary routes have tightened.

What else has changed?

Express Entry's 2026 category draws now include physicians, researchers and senior managers with Canadian experience, transport occupations and skilled military recruits, alongside trades, healthcare, education and French-language categories. A trades draw on October 1 issued 3,500 invitations at a Comprehensive Ranking System cut-off of 476. Ontario has also raised the points for earnings of $80,000 or more in its Workforce Priority Stream from eight to 10, applied automatically to existing profiles in early October.

What comes next?

The federal immigration levels plan for 2027-29 is expected by early November, and families in India are watching it for any sign that Canada will widen access again.

Can I apply to the In-Canada Workers Initiative?

No. It is not a separate programme, so there is nothing to file. You must first have an active application under one of the eligible programmes.

Does it help workers in big cities like Toronto or Vancouver?

Generally not. The initiative focuses on workers who have lived at least two years in smaller communities outside the major metropolitan areas.
