The Central Bureau of Investigation has begun examining Punjab government files on 15 matters in its probe into alleged "cash for postings, favourable policies and tenders", The Tribune and The New Indian Express reported on Thursday, October 15, 2026. The allegations are yet to be tested in court.
Which files has the CBI sought?
Reports say the list includes records on the appointments of Rajbir Ghuman as OSD to the Chief Minister and Jitin Kumar Gohal as Production Manager in the CMO, the 2024 recruitment of Assistant Town Planners, and the Escon Primera housing project at Zirakpur. It also covers transfer policies for 2023-24 and 2024-25, a Verka software licence procurement, GMADA-linked files and arms licence applications by nine people.
How are the files being handed over?
Some files reached the agency on Wednesday and others on Thursday. Senior officers from the departments concerned were deputed to carry them to the CBI's Anti-Corruption Branch in Sector 30-A, Chandigarh. The CBI wants notesheets and drafts too, which suggests it will look at how decisions were made.
What is the background?
The CBI registered a case last week against Ghuman and five others, Nitin Gohal, Jitin Gohal, Romi Mahajan, Bir Devinder and RS Nagra. It acts on the Punjab and Haryana High Court's direction, after three letters from the Enforcement Directorate to the Punjab DGP. The ED alleged an organised bribery network operated from the CMO. These are allegations; no one has been convicted.
When must the CBI report?
The CBI is to submit its investigation report to the High Court by December 4, according to both reports.

Rajbir Singh Ghuman is OSD to Chief Minister Bhagwant Mann and is named as an accused in the CBI case.

ਸੀਬੀਆਈ ਨੇ ਪਿਛਲੇ ਹਫ਼ਤੇ ਘੁੰਮਣ ਤੇ ਪੰਜ ਹੋਰਾਂ, ਨਿਤਿਨ ਗੋਹਲ, ਜਤਿਨ ਗੋਹਲ, ਰੋਮੀ ਮਹਾਜਨ, ਬੀਰ ਦਵਿੰਦਰ ਤੇ ਆਰਐੱਸ ਨਾਗਰਾ ਵਿਰੁੱਧ ਕੇਸ ਦਰਜ ਕੀਤਾ। ਇਹ ਕਾਰਵਾਈ ਹਾਈ ਕੋਰਟ ਦੇ ਨਿਰਦੇਸ਼ਾਂ ਤੇ ਪੰਜਾਬ ਦੇ ਡੀਜੀਪੀ ਨੂੰ ਈਡੀ ਦੀਆਂ ਤਿੰਨ ਚਿੱਠੀਆਂ ਮਗਰੋਂ ਹੋਈ। ਈਡੀ ਦਾ ਦੋਸ਼ ਹੈ ਕਿ ਸੀਐੱਮਓ ਤੋਂ ਸੰਗਠਿਤ ਰਿਸ਼ਵਤ ਨੈੱਟਵਰਕ ਚੱਲਦਾ ਸੀ। ਇਹ ਦੋਸ਼ ਹੀ ਹਨ; ਕਿਸੇ ਨੂੰ ਦੋਸ਼ੀ ਕਰਾਰ ਨਹੀਂ ਦਿੱਤਾ ਗਿਆ।
