Punjab Chief Minister Bhagwant Mann on Wednesday handed property ownership certificates to families living inside the "Lal Lakir" at Dhuri, saying the decades-long wait for ownership rights over such houses has ended. Cards were also distributed in other districts the same day.

Lal Lakir is the village abadi (habitation) land used only for non-agricultural purposes, where houses stood for generations without formal ownership records. The cards are issued under the Mera Ghar Mere Naam scheme.

What did the Chief Minister announce?

Speaking after distributing the cards in Dhuri, Mann said the state has begun the process of freeing Punjab from the Lal Lakir and that around 4,000 villages will soon get proper registrations, according to PTI. He said the move will especially help poor, Dalit and landless families whose homes were earlier missing from government records.

Babushahi quoted him as saying that by December, houses in the Lal Lakir across villages and cities will get ownership rights.

What does a property card contain?

The government said each card carries the survey unit number, GPS location, a drone map and a QR code for online verification. Every house is mapped by drone, the owner is identified by the patwari or survey officer in the presence of a village committee, and the draft map is displayed in the village before the record is finalised. Owners also receive their details on WhatsApp so they can check entries and seek corrections.

Mann urged beneficiaries to verify the name and house details on their card and report any error to the authorities.

How will the rollout work?

Mann said the first phase covers 2,295 villages, including 221 in Sangrur district, and the second 1,668 villages. The third phase will run in November and the fourth in December, he said, adding that the scheme is being run in mission mode to cover the whole state by year-end.

Reports from other districts show the distribution began statewide on the same day. 5Dariya News quoted Mohali MLA Kulwant Singh as saying nearly 16,000 cards were handed over across 149 villages, including 42 in the Mohali sub-division. Bhaskar reported 1,051 cards distributed in Tarn Taran district.

Why does it matter for families?

With a recorded title, families can show proof of ownership, fix boundaries, settle inheritance shares and offer the house as security to banks. Mann said any loan will still depend on the bank's own rules and eligibility criteria.
