Congress MLAs boycotted the final day of the Punjab Assembly's special session on Tuesday, 27 October 2026, after suspended MLA Sukhpal Singh Khaira was stopped at the Vidhan Sabha gate. Leader of the Opposition Partap Singh Bajwa and others scuffled with AAP MLA Jasvir Singh Raja Gill, and Speaker Kultar Singh Sandhwan ordered an inquiry into the entry blockade.

What happened at the Assembly gate?

ANI reported that Congress leaders including Khaira, Bajwa and Pargat Singh were reportedly not allowed to enter the premises. An altercation broke out between Raja Gill and senior Congress MLAs during a media address by Health Minister Dr Balbir Singh, who accused the opposition of disrupting his press briefing. Congress MLAs, wearing black scarves, had earlier burnt a broom, the AAP's election symbol, outside the building, according to ABP Live and Hindustan Times.

What did the Speaker say?

As Question Hour began, Bajwa objected to MLAs being stopped. UNI reported that Sandhwan said no member would be prevented from entering the House unless action had been taken against them, and directed the Assembly Secretary to investigate the allegations. Bajwa alleged that the notice used to block entry did not carry the Speaker's signature. He later walked out, and the Congress boycotted the rest of the proceedings.

Why was Khaira suspended?

Khaira was suspended on Friday for the remainder of the session after Cabinet Minister Harpal Singh Cheema moved a resolution accusing him of using unparliamentary language against the Chair and deliberately disrupting the House. The Assembly passed the resolution. Bajwa argued that even a suspended member has the right to enter the premises, and that the Speaker can then ask him to refrain from taking part.

What was Bajwa's remark?

Speaking to ANI, Bajwa said it had never happened in Punjab's history that an elected representative was denied entry, and asked whether the House was in Punjab or "Kabul", and whether the Taliban ruled or the Constitution of India applied. This is his statement, not a finding.

Why is the Congress protesting?

During the session Congress MLAs also demanded Chief Minister Bhagwant Mann's resignation over the murder of anti-drug activist Parvinder Singh Jhota, stormed the well of the House and raised slogans, according to ABP Live and ANI.
