Jhota Deadlock Ends After 22 Days, Father Fasts

The family of slain anti-drug activist Parvinder Singh Jhota has agreed to a post-mortem and cremation after a 22-day standoff with the Punjab government, and his body was taken to the Postgraduate Institute of Medical Education and Research (PGIMER) in Chandigarh late on Thursday night. Within hours of reaching the hospital, his father, Bhim Singh, began an indefinite hunger strike there, demanding the transfer of the Mansa police chief.

How the 22-day deadlock ended

Jhota was shot dead on 13 October inside a medical store in a busy market in Mansa. The store owner, Ashwani Kumar, allegedly opened fire after Jhota confronted him for selling addictive drugs to an elderly man. His body lay in the mortuary of the Civil Hospital in Mansa for more than three weeks while the family refused to allow a post-mortem, demanding the resignations of Chief Minister Bhagwant Singh Mann and Director General of Police Gaurav Yadav. The standoff drew continuous protests in Mansa, and several activists were arrested during the agitation.

What the government agreed to

The deadlock broke on Wednesday evening after a five-hour meeting between Jhota's family, the joint action committee and government representatives, including Assembly Speaker Kultar Singh Sandhwan and Agriculture Minister Gurmeet Singh Khudian. The government assured Rs 2 crore in compensation to the family and a government job for Jhota's wife. It also agreed to release the arrested protesters, including Lakha Sidhana and Mohanjit Singh Sheron, and withdraw the cases registered against them. The government accepted demands to set up a trauma centre named after Jhota at Khiala Kalan village and install his statue at a suitable place in Mansa. The action committee then called off its planned gherao of the chief minister's residence on 5 November.

Father's fast at PGIMER

After the agreement, the body was shifted by ambulance to PGIMER late on Thursday night. On Friday morning, Bhim Singh began an indefinite fast at the hospital, demanding the transfer of Mansa Senior Superintendent of Police Vaibhav Chaudhary. He said he would take only water and not eat a single grain of food. He also said the family did not want compensation or a government job, and that their fight against drugs would continue. Bhim Singh told reporters the family would return to Mansa with the body after the post-mortem, with the last rites expected on Friday or Saturday.

A case that became a political flashpoint

Jhota's killing has become a major political issue in Punjab. The state government has already handed the investigation to the Central Bureau of Investigation, and the family has sought a fast-tracked probe. Union Home Minister Amit Shah, Congress leader Sachin Pilot, Punjab Congress chief Pargat Singh and Shiromani Akali Dal chief Sukhbir Singh Badal are among the leaders who have met the family. With Assembly elections due in Punjab early next year, the case has become politically sensitive for all sides.

ਝੋਟਾ ਨੂੰ 13 ਅਕਤੂਬਰ ਨੂੰ ਮਾਨਸਾ ਦੀ ਇੱਕ ਭੀੜ ਭਰੀ ਮਾਰਕੀਟ ਵਿੱਚ ਇੱਕ ਮੈਡੀਕਲ ਸਟੋਰ ਦੇ ਅੰਦਰ ਗੋਲੀ ਮਾਰ ਦਿੱਤੀ ਗਈ ਸੀ। ਦੋਸ਼ ਹੈ ਕਿ ਸਟੋਰ ਦੇ ਮਾਲਕ ਅਸ਼ਵਨੀ ਕੁਮਾਰ ਨੇ ਉਸ ਨੂੰ ਗੋਲੀ ਮਾਰੀ ਸੀ, ਜਦੋਂ ਝੋਟਾ ਨੇ ਉਸ ਨੂੰ ਇੱਕ ਬਜ਼ੁਰਗ ਨੂੰ ਨਸ਼ੀਲੀਆਂ ਦਵਾਈਆਂ ਵੇਚਣ ਤੋਂ ਰੋਕਿਆ ਸੀ। ਉਸ ਦੀ ਦੇਹ ਤਿੰਨ ਹਫ਼ਤਿਆਂ ਤੋਂ ਵੱਧ ਸਮੇਂ ਤੱਕ ਮਾਨਸਾ ਦੇ ਸਿਵਲ ਹਸਪਤਾਲ ਦੀ ਮੁਰਦਾਘਰ ਵਿੱਚ ਪਈ ਰਹੀ, ਕਿਉਂਕਿ ਪਰਿਵਾਰ ਪੋਸਟਮਾਰਟਮ ਕਰਵਾਉਣ ਤੋਂ ਇਨਕਾਰ ਕਰ ਰਿਹਾ ਸੀ। ਪਰਿਵਾਰ ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਸਿੰਘ ਮਾਨ ਅਤੇ ਪੁਲਿਸ ਦੇ ਡਾਇਰੈਕਟਰ ਜਨਰਲ ਦੇ ਅਸਤੀਫ਼ੇ ਦੀ ਮੰਗ ਕਰ ਰਿਹਾ ਸੀ। ਇਸ ਮੰਗ ਨੂੰ ਲੈ ਕੇ ਮਾਨਸਾ ਵਿੱਚ ਲਗਾਤਾਰ ਪ੍ਰਦਰਸ਼ਨ ਹੁੰਦੇ ਰਹੇ ਅਤੇ ਕਈ ਕਾਰਕੁਨਾਂ ਨੂੰ ਗ੍ਰਿਫ਼ਤਾਰ ਵੀ ਕੀਤਾ ਗਿਆ।

ਬੁੱਧਵਾਰ ਸ਼ਾਮ ਨੂੰ ਪੰਜ ਘੰਟੇ ਚੱਲੀ ਮੀਟਿੰਗ ਤੋਂ ਬਾਅਦ ਗਤਿਰੋਧ ਟੁੱਟਿਆ। ਮੀਟਿੰਗ ਵਿੱਚ ਝੋਟਾ ਦਾ ਪਰਿਵਾਰ, ਸਾਂਝੀ ਕਾਰਵਾਈ ਕਮੇਟੀ ਅਤੇ ਸਰਕਾਰ ਦੇ ਨੁਮਾਇੰਦੇ ਸ਼ਾਮਲ ਸਨ, ਜਿਨ੍ਹਾਂ ਵਿੱਚ ਵਿਧਾਨ ਸਭਾ ਦੇ ਸਪੀਕਰ ਕੁਲਤਾਰ ਸਿੰਘ ਸੰਧਵਾਂ ਅਤੇ ਖੇਤੀਬਾੜੀ ਮੰਤਰੀ ਗੁਰਮੀਤ ਸਿੰਘ ਖੁੱਡੀਆਂ ਸ਼ਾਮਲ ਸਨ। ਸਰਕਾਰ ਨੇ ਪਰਿਵਾਰ ਨੂੰ 2 ਕਰੋੜ ਰੁਪਏ ਮੁਆਵਜ਼ਾ ਅਤੇ ਉਸ ਦੀ ਪਤਨੀ ਨੂੰ ਸਰਕਾਰੀ ਨੌਕਰੀ ਦੇਣ ਦਾ ਭਰੋਸਾ ਦਿੱਤਾ। ਪ੍ਰਦਰਸ਼ਨਕਾਰੀਆਂ ਖ਼ਿਲਾਫ਼ ਦਰਜ ਕੇਸ ਵਾਪਸ ਲੈਣ ਅਤੇ ਲੱਖਾ ਸਿਧਾਣਾ ਤੇ ਮੋਹਣਜੀਤ ਸਿੰਘ ਸ਼ੇਰੋਂ ਸਮੇਤ ਗ੍ਰਿਫ਼ਤਾਰ ਕਾਰਕੁਨਾਂ ਨੂੰ ਰਿਹਾਅ ਕਰਨ ਦਾ ਵੀ ਭਰੋਸਾ ਦਿੱਤਾ ਗਿਆ। ਸਰਕਾਰ ਨੇ ਝੋਟਾ ਦੀ ਯਾਦ ਵਿੱਚ ਖਿਆਲਾ ਕਲਾਂ ਪਿੰਡ ਵਿੱਚ ਇੱਕ ਟਰਾਮਾ ਸੈਂਟਰ ਬਣਾਉਣ ਅਤੇ ਮਾਨਸਾ ਵਿੱਚ ਉਸ ਦੀ ਮੂਰਤੀ ਲਗਾਉਣ ਦੀ ਮੰਗ ਵੀ ਮੰਨ ਲਈ। ਕਾਰਵਾਈ ਕਮੇਟੀ ਨੇ ਇਸ ਤੋਂ ਬਾਅਦ 5 ਨਵੰਬਰ ਨੂੰ ਮੁੱਖ ਮੰਤਰੀ ਦੇ ਨਿਵਾਸ ਦਾ ਘਿਰਾਓ ਕਰਨ ਦੀ ਆਪਣੀ ਯੋਜਨਾ ਵਾਪਸ ਲੈ ਲਈ।

ਪਿਤਾ ਦੀ ਭੁੱਖ ਹੜਤਾਲ

ਸਹਿਮਤੀ ਤੋਂ ਬਾਅਦ ਦੇਹ ਵੀਰਵਾਰ ਦੇਰ ਰਾਤ ਐਂਬੂਲੈਂਸ ਰਾਹੀਂ ਪੀਜੀਆਈ ਚੰਡੀਗੜ੍ਹ ਲਿਜਾਈ ਗਈ। ਸ਼ੁੱਕਰਵਾਰ ਸਵੇਰੇ ਪਿਤਾ ਭੀਮ ਸਿੰਘ ਨੇ ਪੀਜੀਆਈ ਵਿੱਚ ਹੀ ਅਣਮਿੱਥੇ ਸਮੇਂ ਦੀ ਭੁੱਖ ਹੜਤਾਲ ਸ਼ੁਰੂ ਕਰ ਦਿੱਤੀ। ਉਹ ਮਾਨਸਾ ਦੇ ਸੀਨੀਅਰ ਪੁਲਿਸ ਕਪਤਾਨ ਵੈਭਵ ਚੌਧਰੀ ਦੇ ਤਬਾਦਲੇ ਦੀ ਮੰਗ ਕਰ ਰਹੇ ਹਨ। ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਉਹ ਸਿਰਫ਼ ਪਾਣੀ ਪੀਣਗੇ ਅਤੇ ਇੱਕ ਦਾਣਾ ਵੀ ਨਹੀਂ ਖਾਣਗੇ। ਉਨ੍ਹਾਂ ਨੇ ਇਹ ਵੀ ਕਿਹਾ ਕਿ ਪਰਿਵਾਰ ਨੂੰ ਨਾ ਮੁਆਵਜ਼ਾ ਚਾਹੀਦਾ ਹੈ ਅਤੇ ਨਾ ਹੀ ਨੌਕਰੀ, ਉਨ੍ਹਾਂ ਦੀ ਲੜਾਈ ਨਸ਼ਿਆਂ ਖ਼ਿਲਾਫ਼ ਜਾਰੀ ਰਹੇਗੀ। ਪਿਤਾ ਨੇ ਕਿਹਾ ਕਿ ਪੋਸਟਮਾਰਟਮ ਤੋਂ ਬਾਅਦ ਉਹ ਦੇਹ ਲੈ ਕੇ ਮਾਨਸਾ ਵਾਪਸ ਜਾਣਗੇ ਅਤੇ ਸਸਕਾਰ ਸ਼ੁੱਕਰਵਾਰ ਜਾਂ ਸ਼ਨੀਵਾਰ ਨੂੰ ਹੋਵੇਗਾ।

ਇੱਕ ਮਾਮਲਾ ਜੋ ਸਿਆਸੀ ਬਣ ਗਿਆ

ਝੋਟਾ ਦੀ ਹੱਤਿਆ ਪੰਜਾਬ ਦੀ ਸਿਆਸਤ ਵਿੱਚ ਇੱਕ ਵੱਡਾ ਮੁੱਦਾ ਬਣ ਗਈ ਹੈ। ਸਰਕਾਰ ਨੇ ਪਹਿਲਾਂ ਹੀ ਇਸ ਮਾਮਲੇ ਦੀ ਜਾਂਚ ਕੇਂਦਰੀ ਜਾਂਚ ਬਿਊਰੋ ਨੂੰ ਸੌਂਪ ਦਿੱਤੀ ਹੈ ਅਤੇ ਪਰਿਵਾਰ ਦੀ ਮੰਗ ਉੱਤੇ ਜਾਂਚ ਤੇਜ਼ ਕਰਨ ਦੀ ਗੱਲ ਕਹੀ ਹੈ। ਕੇਂਦਰੀ ਗ੍ਰਹਿ ਮੰਤਰੀ ਅਮਿਤ ਸ਼ਾਹ, ਕਾਂਗਰਸ ਆਗੂ ਸਚਿਨ ਪਾਇਲਟ, ਪੰਜਾਬ ਕਾਂਗਰਸ ਪ੍ਰਧਾਨ ਪਰਗਟ ਸਿੰਘ ਅਤੇ ਅਕਾਲੀ ਦਲ ਦੇ ਪ੍ਰਧਾਨ ਸੁਖਬੀਰ ਸਿੰਘ ਬਾਦਲ ਸਮੇਤ ਕਈ ਆਗੂ ਪਰਿਵਾਰ ਨੂੰ ਮਿਲ ਚੁੱਕੇ ਹਨ। ਪੰਜਾਬ ਵਿੱਚ ਅਗਲੇ ਸਾਲ ਦੇ ਸ਼ੁਰੂ ਵਿੱਚ ਵਿਧਾਨ ਸਭਾ ਚੋਣਾਂ ਹੋਣੀਆਂ ਹਨ, ਇਸ ਲਈ ਇਹ ਮਾਮਲਾ ਸਿਆਸੀ ਤੌਰ ਉੱਤੇ ਹੋਰ ਵੀ ਸੰਵੇਦਨਸ਼ੀਲ ਹੋ ਗਿਆ ਹੈ।
