The Punjab government on Thursday, October 8, launched the "Meri Dukan, Mere Naam" scheme, letting shopkeepers who have run shops on rent or lease from municipal bodies for more than 12 years apply for ownership rights, at concessional rates fixed by income.
What is the Meri Dukan, Mere Naam scheme?
Local Government Minister Harjot Singh Bains announced the scheme at a press conference at Punjab Bhawan, Chandigarh. It covers shops on rent or lease in municipal corporations, municipal councils and nagar panchayats, where traders have so far had no proprietary rights. The government called it an early Diwali gift for small traders.
Who is eligible?
A shopkeeper must be able to prove legal possession of the shop for 12 years before April 1, 2020, according to the minister's statement carried by PTI. The Times of India reported that concessional rates apply to shops under 50 square metres, while The Tribune described the cut-off as up to 50 square yards. The Tribune also said the scheme is available across 116 urban local bodies.
How much will shopkeepers pay?
The price is linked to the collector rate and depends on annual income, The Times of India reported. Applicants earning below Rs 3 lakh pay 12.5 per cent of the collector rate, those earning Rs 3 lakh to Rs 8 lakh pay 25 per cent, and those in the Rs 8 lakh to Rs 15 lakh bracket pay 50 per cent. Applicants earning above Rs 15 lakh pay the full collector rate.
How and when can shopkeepers apply?
Applications can be submitted at municipal corporation and municipal council offices until November 6, 2026. Bains said the process will be time-bound. An SDM-level committee will scrutinise each application and a district-commissioner-level committee will fix the price. The local body then has to pass a resolution on every case.
Why does it matter?
Many municipal shops have been in the same families for decades without the owners holding title. Reports said numerous such properties were tied up in litigation or produced irregular rent. The announcement also lands months before Punjab's 2027 assembly elections, where traders are a significant voting bloc.

ਅਰਜ਼ੀਆਂ 6 ਨਵੰਬਰ 2026 ਤੱਕ ਨਗਰ ਨਿਗਮ ਅਤੇ ਨਗਰ ਕੌਂਸਲ ਦਫ਼ਤਰਾਂ ਵਿੱਚ ਦਿੱਤੀਆਂ ਜਾ ਸਕਦੀਆਂ ਹਨ। ਬੈਂਸ ਨੇ ਕਿਹਾ ਕਿ ਪ੍ਰਕਿਰਿਆ ਸਮਾਂਬੱਧ ਹੋਵੇਗੀ। ਹਰ ਅਰਜ਼ੀ ਦੀ ਜਾਂਚ ਐੱਸਡੀਐੱਮ ਪੱਧਰ ਦੀ ਕਮੇਟੀ ਕਰੇਗੀ ਅਤੇ ਕੀਮਤ ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਪੱਧਰ ਦੀ ਕਮੇਟੀ ਤੈਅ ਕਰੇਗੀ। ਇਸ ਮਗਰੋਂ ਸਬੰਧਤ ਸਥਾਨਕ ਸੰਸਥਾ ਹਰ ਕੇਸ 'ਤੇ ਮਤਾ ਪਾਸ ਕਰੇਗੀ।
